What

One predicate decides whose integrations are live, and one hourly job brings the providers into line with it.

  • organizationSyncs (@superset/trpc/sync-policy): a paid subscription that is active, or was canceled less than 7 days ago. Never-paid and abandoned-checkout orgs have nothing that ended, so they get no grace; churned orgs get a week with everything intact. An idle rule later is an and(...) here and nothing else moves.
  • POST /api/integrations/jobs/suspend (hourly, QStash schedule already created): suspends the GitHub App installation and revokes Linear tokens (POST /oauth/revoke, row marked sync_suspended) for every org the policy ices; unsuspends and backfills GitHub for every org it readmits. Each provider stops at its first rate-limit response and the next run carries on.
  • The Linear accept path, fan-out, token refresh, connect-time backfills and the manual GitHub sync button read the same predicate. onSubscriptionComplete queues both initial-syncs; GitHub initial-sync lifts only a suspension the App placed (suspended_by.type === "Bot").
  • The GitHub webhook route does no per-event plan lookup: suspension makes GitHub stop delivering, which costs the route nothing.
  • Removes the Hookdeck dual path from the Linear webhook (the trial lost in September; Linear posts straight to the API; repo secret already deleted).

Why

Measured on prod 2026-09-19: webhook bookkeeping is ~68% of DB time. GitHub PR-sync churn over 24h was 45% never-paid orgs, 30% paying, 14% churned, 11% abandoned checkout; 1,320 of 1,658 active Linear connections belong to non-paying orgs, and Tasks — the only consumer of that sync — is behind the paywall. GitHub sync is unused until cloud ships, in Pro. Ignoring deliveries at the route still costs an invocation per event; suspending at the provider costs nothing per event.

First run: ~2,771 installations suspended, ~1,304 Linear connections revoked; 10 and 9 in the 7-day grace.

Verification

  • lint, typecheck, check:i18n (16 translations written), api 218/218, trpc suite green apart from 7 deriveSandboxCredentials cases that fail only under the full turbo run and pass alone — that directory is untouched here.
  • Prod query of the predicate against github_installations / integration_connections matches the counts above.
  • Not yet proven: that revoking every token for a Linear org stops its webhook. Follows from Linear creating one webhook per authorizing org; watch ingest.webhook_events for a revoked org's id after the first run.

Landmine (not this PR)

Prod's connections table is empty; live rows are in integration_connections. Main's code (#7317) reads connections and no backfill exists, so the Linear half of this cron — and the Linear webhook on main — sees zero rows until that backfill lands.

Summary by cubic

Suspends GitHub and Linear sync for organizations that leave Pro, and gates every accept path on the same policy.

A single predicate, organizationSyncs, decides whose integrations are live: an active paid subscription, or one canceled less than 7 days ago (never-paid and abandoned-checkout orgs get no grace). An hourly QStash job suspends GitHub App installations and revokes Linear tokens for everyone else, and unsuspends plus backfills GitHub when the policy readmits an org. Free orgs no longer get backfills at connect time; the subscription-complete hook queues both backfills on upgrade.

  • GitHub sync resumes in place; Linear tokens are revoked, so coming back means reconnecting via the Connect flow.
  • The job runs under a 240s budget, stops at the first rate-limit response, and re-checks the policy before each Linear revoke so an org that pays mid-run keeps its connection.
  • Resuming queues the backfill before lifting the suspension, so a failed publish leaves the row for the next run.
  • Removes the Hookdeck dual path from the Linear webhook (Linear now posts straight to the API), along with HOOKDECK_SIGNING_SECRET and its verification helpers.

Migration

  • Prod's connections table is empty; live Linear rows are in integration_connections. No backfill exists, so the Linear half of the suspend job reads zero rows until that lands. This is a pre-existing gap on main, not introduced by this PR.

Written for commit 616e906. Summary will update on new commits.

Summary by CodeRabbit

  • New Features
    • GitHub synchronization is limited to eligible paid plans, with a clear Pro-plan message when starting a sync without access.
    • GitHub and Linear integrations are reconciled with subscription status. Syncs can pause when eligibility ends and resume when it returns, with an initial sync queued on resumption.
  • Bug Fixes
    • GitHub and Linear sync jobs and webhook processing skip organizations that aren’t eligible to sync.
    • Linear webhooks require Linear signatures and reject malformed or invalidly signed requests.
    • Unknown GitHub installations no longer trigger webhook processing, except for installation lifecycle events.
  • Documentation
    • Added localized translations for the GitHub Pro-plan requirement.

📝 Walkthrough

Walkthrough

The change adds subscription-based sync eligibility for GitHub and Linear integrations. It adds reconciliation jobs that suspend or resume provider connections. Linear webhooks now require Linear signature verification, and Hookdeck verification configuration is removed.

Changes

Subscription-Gated Integration Sync

Layer / File(s) Summary
Shared billing and sync policy
packages/shared/src/billing.ts, packages/trpc/package.json, packages/trpc/src/lib/billing/plan.ts, packages/trpc/src/lib/sync-policy/syncPolicy.ts
Adds shared plan and sync-policy functions. The policy includes active paid subscriptions and qualifying canceled subscriptions within a seven-day period.
Apply sync eligibility across integrations
apps/api/src/app/api/github/callback/route.ts, apps/api/src/app/api/integrations/linear/callback/route.ts, packages/trpc/src/router/integration/github/github.ts, apps/api/src/app/api/integrations/linear/jobs/refresh-tokens/route.ts, apps/api/src/app/api/integrations/linear/webhook/*, apps/api/src/lib/automations/dispatchMatchingTriggers.ts, packages/i18n/src/server-errors.ts, packages/i18n/locales/*/messages.po
Checks eligibility before queuing GitHub and Linear syncs, selecting Linear connections for token refresh or delivery processing, and looking up automation plan tiers. Adds the Pro-plan-required error message and translations.
Suspend and reconcile provider connections
apps/api/src/lib/github/suspension.ts, packages/trpc/src/router/integration/linear/revoke.ts, packages/trpc/src/lib/integrations/linear/index.ts, apps/api/src/app/api/integrations/jobs/suspend/route.ts
Adds GitHub installation suspension and Linear connection revocation. A QStash-verified job applies those operations based on sync eligibility and returns outcome counts.
Resume syncs and handle GitHub lifecycle events
packages/auth/src/server.ts, apps/api/src/app/api/github/jobs/initial-sync/route.ts, apps/api/src/app/api/github/webhook/route.ts
Subscription completion queues initial syncs for existing GitHub and Linear connections. The initial-sync job lifts GitHub suspension, and the webhook route checks for a known installation before recording non-lifecycle deliveries.

Linear Webhook Verification

Layer / File(s) Summary
Verify Linear signatures and remove Hookdeck configuration

Security Architecture Review

Security architecture risk: 🟡 Moderate · up to 616e9

The new reconciliation job can suspend integrations and revoke credentials across organizations. Normal production requests are signature-protected, but a concurrent Linear reconnect can lose its replacement credentials without those credentials being submitted for revocation. Provider recovery and deployed configuration also remain partly unverified.

Retained concerns

  • Medium · security · inferred: The new revocation workflow does not preserve credential identity across concurrent reconnects. It revokes tokens from a selected snapshot, while reconnect can overwrite that same connection row. Its subsequent unconditional ID-based disconnect then erases the replacement credentials without submitting them for revocation. This can strand provider authorization outside local cleanup control and disconnect a newly restored integration. The subscription recheck does not prevent this race; whether old-token revocation also invalidates the replacement grant is not established.
Security review details

Security Blast Radius

  • observed — One accepted reconciliation invocation can affect every stored GitHub installation or connected Linear row matching the organization policy. It is not tenant-scoped by its request body. Provider effects use service credentials and stored installation or connection identity; external callers do not directly choose target organizations through this endpoint.

Security Findings and Attack Paths

  • inferred — A reconnect that updates the same connection during reconciliation can cause the old-token worker to erase the replacement credentials. This is a newly reachable lifecycle failure through the added revocation caller, not a demonstrated unauthenticated attack. Its direct scope is the affected connection, and continued validity of the replacement provider grant remains unverified.

Trust Boundaries and Controls

  • observed — Linear's provider signature is checked before subscriber lookup, persistence, or queue publication. Eligibility is enforced both at acceptance and per organization during fan-out. Therefore, uncertainty about whether provider revocation stops webhook delivery does not by itself establish acceptance or synchronization for an ineligible organization.

Resilience and Maintainability Implications

  • observed — Subscription policy is shared rather than independently duplicated across the inspected selection and delivery paths. Destructive provider operations and local state changes remain separate, so recovery depends on repeat execution and retained credential identity. GitHub's initial-sync job lifts suspension without an execution-time subscription check; eligibility freshness across queued recovery jobs is not established.

Hardening Proposals

  • proposed — Coordinate revocation with reconnect and refresh through credential generations or equivalent serialization. A stale worker should clear only the credential generation it selected, and interrupted provider cleanup should retain durable recovery state. Revalidate subscription eligibility when a queued GitHub recovery job executes.
  • proposed — Keep destructive reconciliation fail-closed in any environment with shared provider credentials, and verify the deployed runtime mode and scheduled caller authority. Development bypass should be limited to isolated credentials and data rather than treated as a production authentication defect.

…s a suspension it cannot backfill

The two provider passes run concurrently under a 240s deadline. The resume
path queues initial-sync before anything is lifted; the job lifts the
suspension itself, so a failed publish leaves the row for the next run. The
Linear revoke has a timeout, and a row marked suspended that GitHub already
delivers for is corrected instead of re-checked every hour.

resumeGatedSyncs queues a job for each live Linear connection. getLinearClient also loads disconnected rows.
