fix(desktop): line up the cloud row's PR button and status - #7981

The right cluster used fixed 20px slots, ml-5, pr-4 and a -6.25px nudge on the hover archive button. It now uses the local row's spacing (gap-1.5, pr-2, bare 14px icon) and a 24px right-aligned status column, so PR icons line up across rows. The owner avatar drops from 20px to 18px.
