Problem

When an agent calls t3_environment_link again with a waiting card's clientRequestId and an environmentId that is now linked, the call returns {"status":"linked"} but the card stays waiting. The thread keeps its "Input" badge until someone stops or archives the thread.

Reproduced on main 54c5f25 with the real orchestrator and a served peer (PeerLinkRequests.test.ts):

1. The agent asks to link Box (by address, or by hint only) with clientRequestId: "link-box", so a pending card shows.
2. Box is linked outside that card.
3. The agent calls again with { environmentId: <Box>, clientRequestId: "link-box" }. The call returns linked, the card is still pending, and the thread shell still reports a pending runtime request.

Change

PeerLinkRequests.request returned its "already linked" shortcut before looking up the card for the given clientRequestId. Now, when the named environment is usably linked and the call carries a clientRequestId, the shortcut first closes that card as linked, if it is still pending. The card belongs to the same thread and provider session.

• The close runs under the per-card lock that answer already holds, and re-checks pending inside it, so it cannot race a user's answer.
• It sends no wake notification, because the agent gets the result from the call itself.
• A card that is already answered is left as it is. Calls without a clientRequestId, or naming a machine that is not linked, behave as before.

Verification

• New test a retry naming a machine linked meanwhile closes the card it left as linked in apps/server/src/peer/PeerLinkRequests.test.ts.

Met [#28384, retry resolves waiting card]: 'Repeating t3_environment_link with an already-linked environmentId and a waiting card's clientRequestId resolves that card.' In PeerLinkRequests.request, the already-linked shortcut now calls closeAsLinked when input.clientRequestId is set. closeAsLinked runs under answerLocks.withLock, rereads the card with readCard, checks linkStatus === 'pending', and records linkStatus 'linked' with no wake. The new test 'a retry naming a machine linked meanwhile closes the card it left as linked' asserts the card becomes linked and getThreadShell(...).pendingRuntimeRequest is null. I did not run the test. The pending-request clearing relies on the link_request.record projection, which I did not inspect.

Unmet [#28384, other waiting cards for the same machine]: 'When B gets linked, other cards that are still waiting and target the same machine are closed, or are marked already linked.' The diff has no code that closes other pending link_request cards when a link succeeds. This applies to both the answer 'link' path and the retry-shortcut path. The PR description places this work out of scope and cites PR #26944. The issue is directly linked and lists this as an Expected behavior item, so the PR does not satisfy the issue's requirements as linked.
