PR Vouch runs on every issue_comment event. The Collect PR targets job has no job-level if, so each comment on any issue or PR starts an ubuntu-24.04 runner. Only then does the script check for /recheck-vouch, find nothing, output [], and let Label PR skip.

On 2026-10-22 the last 200 comment-triggered PR Vouch runs on main covered three hours (02:23 to 05:23 UTC), about 67 an hour. In the 20 newest, Collect PR targets ran and Label PR skipped every time. None of the 200 most recent repo comments contains /recheck-vouch.

Change

collect-targets gets a job-level if. On comment events the job now runs only when the comment is on a PR and contains /recheck-vouch. pull_request_target and push events are unaffected. label already needs: collect-targets, so it skips with it. No runner is assigned to a skipped job.

The script keeps its own check unchanged. contains() in Actions expressions is case-insensitive while the script's includes is not, so the guard lets through a superset of what the script accepts. A comment like /RECHECK-VOUCH still starts the job and still produces no targets, the same as today. Every comment that relabels a PR today still does.

The run entries still appear in the Actions list, now marked skipped. This removes the runner starts, not the entries.

Scope and approval

No issue. Every comment starting a runner that does nothing is an obvious waste, and this 4-line CI guard fixes it by moving a check the script already makes to the job level. It falls under the very small, focused fix exception in CONTRIBUTING.md. It changes no labels, triggers or permissions. #24091, also mine, changes the push path of the same workflow; the two merge cleanly together and with main.

Verification

I checked the guard against real and edge-case events with a small script. For each event it evaluates the job's if with GitHub's own expression evaluator (@actions/expressions 0.3.61; no if means the job runs). It also runs the workflow's real collect script, pulled from the YAML, with a stub core to get its targets. It fails if the job would skip an event that has targets, or start for a comment that is not on a PR or lacks /recheck-vouch. Inputs: 6 edge cases (lowercase, uppercase and mixed-case /recheck-vouch on a PR, /recheck-vouch on an issue, an ordinary PR comment, an empty one), a pull_request_target event, a push event, and the 200 most recent comments in this repo.

Rerun on 2026-11-01 against this head, against its merge with current main, and against main (the 200 newest comments: 192 on PRs, 8 on issues):

• main: fails. All 206 comment events start the runner, including 203 that are not on a PR or lack /recheck-vouch.
• This branch, and its merge with main: passes. 3 of 206 start the runner: the edge-case PR comments that contain /recheck-vouch in some case. Only the lowercase one produces targets, the same as on main. None of the 200 real comments starts it. The pull_request_target and push events still run with their targets.

The skip behavior comes from GitHub's evaluator and the documented rule that a job is skipped when a job it needs is skipped.
