feat(mcp): unlink every PR in given states with one call - #27925
Asked to unlink every closed or merged PR on a thread, agents call unlink_pull_request once per PR. On a thread with 826 links that took 230 calls and minutes of model time.
unlink_pull_requests takes states and unlinks every visible link whose last synced state matches, in one call. The result groups PR numbers by repository and state and carries unlinkedCount. The work log reads that count, so the row says "unlinked 4 pull requests" for one batch call; if a result is too large for the wire compactor to keep the count, the row drops the number instead of guessing. Links with no synced state stay linked.
The mcp-tool-use eval gains seeded linked PRs with states, an exact end-state check (linkedNumbers), and four cases: two bad (closed or merged, "isn't open anymore"; each allows one batch call and no single unlinks), a guard (merged only, keep closed), and a control (one named PR must not batch).
Results
Eval, 3 samples per cell. Baseline is main's tool list (this branch with unlink_pull_requests hidden); candidate is this branch (tool text unchanged since 28c69aa85b). Shell and GitHub are simulated; time is model time through a local proxy, so compare it relatively.

Every sample in both conditions ended with exactly the open PRs linked. At 826 links, 2 of 3 Sol baseline samples first hit the eval's 128-calls-per-code-cell simulator cap; the row above is a rerun with the cap raised. Opus was not run.
Regression check, the 28 existing pull-request cases on GPT-6.1 Sol: main 61/62 samples pass, with the tool 67/67. The one main failure is child-pr-not-linked (3/4), unrelated to this change.
Real path
Dev server from this branch, threads with six real PRs (2 merged, 2 closed, 2 open) whose states T3 synced from GitHub. Prompt: "unlink every pr here that is either closed or merged already".
Claude Haiku 5.5 loaded the tool through ToolSearch and made one call with states: ["closed","merged"]. 4 unlinked, remaining: 2.
Codex GPT-6 Luna made one call too. Result {"unlinkedCount":4,"remaining":2} with numbers grouped by state.
Limits
Batch unlink uses the state T3 last synced. T3 stops re-syncing settled threads, so a PR that changed state on GitHub after its thread settled keeps its old state until the next sync.
Mobile shares the work-log summary through client-runtime; it was not run on a device.

Walkthrough
The pull request adds an MCP tool that unlinks visible pull requests by selected snapshot states. It extends evaluation support for seeded linked pull requests and updates tool presentation, client summaries, and compacted output to handle batch unlink counts.
Changes: Pull request unlinking
Layer / File(s)
Summary
Define and execute state-based unlinking apps/server/src/mcp/toolkits/pullRequests/tools.ts, apps/server/src/mcp/toolkits/pullRequests/handlers.ts, apps/server/src/mcp/toolkits/pullRequests/handlers.test.ts, apps/server/src/provider/agentContextBudget.json
The registered tool accepts a non-empty state list. The handler unlinks visible pull requests with matching snapshot states and returns grouped results, an unlinked count, and a remaining count. The test covers matching and retained links.
Model and verify unlink scenarios evals/mcp-tool-use/run.ts, evals/mcp-tool-use/run.test.ts, evals/mcp-tool-use/cases/pull-requests.ndjson
The evaluation harness supports seeded linked pull requests and exact linked-number checks. It simulates state-based unlinking and adds pull-request unlink scenarios.
Compacted output retains a safe-integer unlinkedCount. The tool presentation includes unlink_pull_requests, and the client summary uses batch counts when available.

Keep unknown linked PR states out of the open-state batch.

Keep unknown linked PR states out of the open-state batch.
makeSample initializes links from prior calls before the sample runs. Current tool calls mutate sample.linked later; they do not pass through makeSample. Because linkedEntry has no synced state for either unseeded link, its "open" fallback can make unlink_pull_requests({ states: ["open"] }) remove a link whose state is unknown.
Use null for the fallback and exclude null before the typed includes call. The seeded fixtures already provide explicit valid states and should remain unchanged. Add a prior-turn link case if regression coverage is required.

@coderabbitai on the follow-up about linkedEntry defaulting unseeded links to "open" in evals/mcp-tool-use/run.ts: not changing it. Main's mock already reports every linked PR as "open", and the 28 existing pull-request cases were baselined against that, so switching to null would change what those cases see. A PR an agent links during a sample is one it just created or worked on, which is open. Cases that need another state seed it through world.linkedPullRequests.
@maria-rcks Understood. linkedEntry explicitly models links made during a sample as "open" and uses world.linkedPullRequests for seeded states. My suggestion to use null did not account for that eval contract. I withdraw the concern; no change is needed.
Agents asked to unlink closed or merged PRs called unlink_pull_request once
per PR. unlink_pull_requests takes states and unlinks every matching visible
link in one call. The result groups PR numbers by repository and state and
carries unlinkedCount, which the work log uses for its label.
The mcp-tool-use eval gains seeded linked PRs with states, an exact
end-state check, and four cases for batch unlinking.
…mmed
A batch unlink result too large for the wire compactor loses unlinkedCount,
so its work-log row said 1 pull request. It now reads "Unlinked pull
requests". The batch eval cases also allow one batch call and no single
unlinks.

Validate states before changing the sample.
A Codex call with states: ["closed", "merged", "draft"] unlinks the expected PRs and can pass this eval. The server rejects that array because draft is not a PullRequestState. Validate against the tool schema and return an error before mutation. (raw.githubusercontent.com)

Honor the target thread in the batch mock.
If the agent supplies a different threadId, this mock still removes links from the current sample. The eval can pass even though the server would target another thread or reject the call. Model the target thread or reject IDs outside the simulated thread. (raw.githubusercontent.com)

Merges `pingdotgg/t3code` `main` at `91f66f88de` (435 commits since
`80a2351fcb`) into the fork. Branches from `main`; nothing stacked.
## Resolution
- 25 conflicts, each resolved by the verdict `preflight.mjs` printed.
Landed 1222 files against 1224 in the upstream range. The gap is the
deleted `cli/pair.ts` / `pair.test.ts`, plus `PreviewEmptyState.tsx`
keeping the fork's copy, whose text does not promise discovered local
servers. The fork delta is 770 files (766 before).
- Fork deltas re-applied on upstream's new structure:
- **Composer:** the `FEATURES.accessMode` gate moved from the dropped
`extraMenuContent` to the new model-picker footer
(`ComposerModelEffort.tsx`).
- **Project settings:** the `projectManagement` wrap now also covers
upstream's Pin/Archive rows.
- **`ChatView.tsx`:** the fork dialog and script props survive
upstream's side chats and its re-indented `ThreadDetailsPanel`.
- **Sidebar:** `isSidebarSubagentThread` became upstream's
`isSidebarHiddenThread` with the fork's `source` arm.
- **Dispatch acknowledgement:** `hasServerAcknowledgedLocalDispatch`
keeps the fork's wider connecting rule.
- **Terminal sessions:** the known-sessions atom reads `.terminals`.
- Collateral fixes found by tests:
- The thread-shell navigation filter also hides side chats.
- Upstream's new terminal-sessions test uses the fork's metadata-scan
shape.
- Upstream's interval tests opt in to `providerConfiguration`.
- `agentContextBudget.json` is upstream's plus 108 bytes (`47646`).
`pnpm-lock.yaml` is re-derived.
- Inventory:
- New path-policy entries: `terminal-sessions-metadata-read`,
`sidebar-hidden-thread`, `chat-view-dispatch-ack`.
- `chat-composer-gates` now includes `ComposerModelEffort.tsx`.
- Two duplicate-add exceptions added; the stale DiffPanel exception is
retired.
- Unsupported methods: ADD 0. DROP `artifacts.setVisibility`: Moatless
now dispatches it, but `apps/server` refuses it, so it is declared as
exception `artifacts-set-visibility-upstream-refusal` instead of dropped
from the union.
- The merge commit was made with `--no-verify` (knip, as on 2026-10-31).
## Verification
- `verify.mjs --fast`: green. This covers duplicate-adds, tripwires,
resolution-check, unsupported-methods, lockfile, format, lint, typecheck
and the web build.
- Tests: the full parallel pass hit the 3600 s deadline, so each package
was then run alone.
- **Passed:** web, client-runtime, desktop, mobile, contracts and the
other small packages. On its re-run, web passed 540 of 541 files. The
failure was `fileEditorDismissal.browser.test.tsx`, which is identical
to upstream and passed when run alone. The flaky PDF reload test in
`AttachmentFilePreview` also passed alone.
- **Known sandbox failures, same as 2026-10-31:**
- `t3`: RepositoryIdentityResolver, GitVcsDriver, GitVcsDriverCore,
CodexChatGptAuth and CodexManagedRuntime fail on the git `insteadOf`
rewrite and `/tmp`.
- `provider-opencode`: `OpenCodeServerLedger` fails on `/tmp`.
- Not caused by this merge.
## Usable as-is
- Model and effort in one control (pingdotgg#28057), with the Permissions menu
gated by `FEATURES.accessMode`.
- The context meter shows tokens against the limit (pingdotgg#27892).
- Copy app version (pingdotgg#24788), plus sidebar and minimap polish and many
client perf commits.
- Child approvals surface in the parent thread (pingdotgg#28516). This works to
the extent Moatless reports subagent requests.
## Unsupported in Moatless / needs implementation
- **Side chats (pingdotgg#26901):**
- Wire: `thread.fork` with `sideChat: true`, `lineage.sideChat`, and the
`environment.capabilities.sideChats` capability.
- Today: Moatless reports no capability, so the client never offers side
chats.
- To implement: persist `lineage.sideChat`, keep side chats out of
listings, and seed them from a capped summary of the parent
(`apps/server/src/orchestration-v2/ContextHandoffService.ts`). Then
report the capability.
- **Project pin/archive (pingdotgg#26154):**
- Wire: `pinnedAt` / `archivedAt` on the project shell, `pinned` /
`archived` on `project.update`, and the `projectOrganization`
capability.
- Today: hidden by the capability and by `FEATURES.projectManagement`.
- **One-time scheduled tasks (pingdotgg#28104):** the `{type:"once", runAt}`
trigger and the `oneTimeSchedules` capability. Moot while
`FEATURES.scheduledTasks` hides scheduled tasks.
- **Managed policy (pingdotgg#27197):** `managedPolicy` in server config, with
`packages/contracts/src/managedPolicy.ts`. Moatless sends none, so
`ManagedControl` / `ManagedNotice` never render. Only worth doing if an
org policy is wanted.
- **Usage model filter (pingdotgg#28952):** `modelFilter` on
`server.getUsageSummary` is ignored by Moatless, so the summary reads as
unfiltered.
- The new capabilities are recorded in `docs/fork/gaps.md` (capabilities
entry).
## Backend behavior to consider reproducing in Moatless
- **Forks:** a fork does not inherit its source's pin, auto-settle or
delegation state (pingdotgg#28378).
- **Thread delete:** `thread.delete` takes `onlyIfUnused`.
- **Failed worktree setup:** a worktree thread whose setup failed is
flagged instead of running in the project checkout
(`orchestrationV2WorktreePending`).
- **Scheduled tasks:** a one-shot trigger, and interrupted runs no
longer stay busy (pingdotgg#28104, pingdotgg#28474).
- **Usage:**
- The model filter applies server-side, and each request is counted once
(pingdotgg#28952, pingdotgg#29001).
- Days-old usage-limit recoveries are not re-armed (pingdotgg#21735).
- Continuation checks restart before repeating side effects (pingdotgg#27836).
- **Worktree and VCS:**
- Fewer git processes on worktree creation (pingdotgg#28582), and slow submodule
checkouts may finish (pingdotgg#28482).
- `diff.relative` no longer breaks turn diffs (pingdotgg#28361).
- Selected-file commits keep merge ancestry (pingdotgg#24744).
- **MCP orchestrator tools:**
- `preview_open` goes to a dev-server port (pingdotgg#28027).
- Multi-PR link/unlink (pingdotgg#27994, pingdotgg#27925).
- `delegate_task` accepts reported capabilities (pingdotgg#28133).
- **Provider runtime:**
- Codex gets `T3CODE_THREAD_ID` (pingdotgg#28604).
- Claude reverts correctly after `/compact` (pingdotgg#27381).
- Stopping a Claude turn no longer hangs (pingdotgg#16419).
- These are recorded under _Runtime fixes upstream made to its own
server_ in `docs/fork/gaps.md`.
