fix(relay): show the account's real tunnel cap in T3 Connect settings - #27442
The T3 Connect tunnel meter computed its cap on the client from the linked T3 Chat plan. That ignored manual per-account overrides, so an account with a higher cap saw "4 of 3 tunnels in use" and a full warning bar.
GET /v1/client/t3chat-link now also returns maxTunnelsOverride when the account has a manual cap (ManagedTunnelLimits.getOverride, the same row withCapacity reads). An override is the exact cap, so the web client uses it as the limit and hides the T3 Chat upgrade prompt, since upgrading can't raise it. Without an override, and against older relays that omit the field, the client keeps its plan-derived cap.
Needs a relay deploy before the settings row shows the real number.
The tunnel meter computed its cap from the T3 Chat plan on the client, so
accounts with a manual override saw "4 of 3 tunnels in use". The T3 Chat link
endpoint now returns the relay's enforced cap (override or plan), and the web
client uses it, falling back to the plan default for older relays.

Macroscope's review found this PR approvable — Settings now display the account's existing manual tunnel cap and hide upgrade prompts that cannot raise it. The change adds an account-scoped read without changing enforced limits or product defaults.
You can add or adjust custom eligibility rules. Learn more.
The relay now returns a user’s manual tunnel-cap override with the T3 Chat link response. Capacity enforcement and response generation share override lookup. The web client uses the override as the cap when it is present.

Add focused coverage for the new getT3ChatLink response.
Api.test.ts has no test for this endpoint. Its ManagedTunnelLimits mocks provide an empty service object ({}), so they do not exercise getLimit. The lower-level tests cover limit calculation, but not the HTTP branch that returns maxTunnels when T3 Chat is unavailable or passes the linked plan to getLimit. Add focused endpoint coverage for both response cases and assert available, link, and maxTunnels.

Suppress upgrade prompts for manual caps below Premier.
A free-plan account with a manual cap of 50 returns "pro" because T3CHAT_PLAN_TUNNEL_LIMITS.premier is 100. The relay treats the manual override as the exact cap, so upgrading to Pro does not raise it. Return upgrade eligibility from the relay, or expose whether maxTunnels is overridden and suppress the prompt.

A manual override is the exact cap, so a T3 Chat upgrade cannot raise it.
The relay now returns `maxTunnelsOverride` only when one is set; the client
keeps its plan-derived cap otherwise and hides the upgrade prompt under an
override.

configured maxTunnelsOverride is returned, including when its value is 0; verify
the field is omitted when no override is configured; and verify the response

The T3 Connect tunnel meter computed its cap on the client from the linked T3 Chat plan. That ignored manual per-account overrides, so an account with a higher cap saw "4 of 3 tunnels in use" and a full warning bar.
GET /v1/client/t3chat-linknow also returnsmaxTunnelsOverridewhen the account has a manual cap (ManagedTunnelLimits.getOverride, the same rowwithCapacityreads). An override is the exact cap, so the web client uses it as the limit and hides the T3 Chat upgrade prompt, since upgrading can't raise it. Without an override, and against older relays that omit the field, the client keeps its plan-derived cap.Needs a relay deploy before the settings row shows the real number.
