test(web): pin the npm wait floor for update everything - #26921
The council review of #26917 found three small gaps after it merged:
The test did not pin the version floor (0.0.41-nightly.20260914.1700). A wrong floor, or <= instead of <, still passed.
docs/user/updating.md said every background service skips the npm wait. Services from before September 2026 still wait.
docs/operations/release.md said a feed version "always" has its archives. A rerun of release after publication replaces assets in a public release.
Fix
The test now uses nightly hosts right next to the floor (…1699 waits, …1700 does not), so the floor is pinned exactly. I checked that it fails with either mutation above, and with the floor moved by one build.
Reworded both docs to match the code.
Not changed, with reasons:
No workflow guard against reruns. On main, a rerun already breaks desktop auto-update the same way. A service update that hits a missing archive fails before handoff, and a retry works. The doc now names the risk.
Preview versions sort above the floor because preview > nightly. This code cannot run today, because preview releases have no desktop feed.
A fork or dev mock desktop feed can offer a version that upstream does not have. Boot services download from the upstream release, so they fail before handoff and keep their old version. Fixing that needs feed-origin plumbing for a fork-only path.
Macroscope's review found this PR approvable — The documentation clarifies which background services wait for npm and warns that republishing release assets can temporarily interrupt updates. The changes do not alter runtime behavior or release execution.
You can add or adjust custom eligibility rules. Learn more.
The PR updates an npm-wait test to use nightly versions. It also clarifies when release assets become available and when different servers update.

Summary
Release and update timing apps/web/src/components/sidebar/updateEverything.logic.test.ts, docs/operations/release.md, docs/user/updating.md
The test uses nightly versions and retains the existing wait expectations. The release guidance describes asset replacement during a rerun. The user guidance describes npm publication timing and skipped-machine details.
Issue 24369 reports an npm registry lookup failure in the update-everything path. This PR does not change the registry lookup.
