fix(github): read text and mixed-case pull request templates - #25025
GitHub accepts text pull request templates and case-insensitive filenames, but the reader only discovers exact Markdown spellings. Description generation therefore misses valid committed templates.
Change
This focused correction to documented GitHub template support qualifies as an obvious bug fix; it adds no feature, setting, dependency, or UI.
Discover matching single-file names with Git's case-insensitive literal pathspecs, then validate regular committed blobs with the existing reader. Accept .txt in template directories and preserve location priority, exact spellings before variants, empty-template handling, ambiguity rejection, and bounded reads.
Verification
Added five real-Git regression cases in the existing reader test file; all five failed before the fix while the ten existing cases passed.
Blacksmith: all 15 reader tests passed, including nested working directories, crowded locations, committed versus uncommitted content, symlink rejection, truncation, and Markdown/text ambiguity.
Blacksmith: vp run check:changed passed formatting, lint, both knip checks, GraphQL validation, affected typechecks (10 packages), and focused tests.
Review follow-up: mixed-case discovery now ignores grep.patternType=fixed and forced grep colors. The updated cases failed (2 of 15) before the follow-up and all 15 passed after it; check:changed passed again.
Before the main merge, two independent GPT-6.1-Sol reviewers approved code at e49d920a732c7b362bf963f429a587d82917f0a3 after one review round and one follow-up; no remaining code findings.
Merged current github/main (44df336016) with merge commit 50525b8878; the reader and regression tests are unchanged by the merge. Post-merge Blacksmith vp run check:changed and all 15 reader tests passed. GitHub reports all 32 check entries complete with no failures or pending checks; applicable checks passed and other jobs were skipped. The PR is mergeable and its review thread is resolved.
No UI changes. Live description generation through a provider and client is unverified.

Macroscope's review found this PR approvable — This is a focused GitHub template-detection bug fix that recognizes documented text and mixed-case templates while retaining existing validation, ordering, and ambiguity behavior. Its production impact is isolated to the existing detector and is covered by regression tests, with no defaults, schema, deployment, or static-analysis configuration changes.

Walkthrough
Template detection now supports .txt templates and case-insensitive path matches. It discovers matching repository paths and checks candidates by location. Tests cover nested paths, committed content, and ambiguous template directories.

verified backend behavior at 50525b88780d3486f3e2726f623b8d31810a2820 on a disposable linux boat vm. no product code changes.
installed and ran github/main (570d4b03ee) in /home/user/main, then the exact pr head in /home/user/t3code, with separate dev state. drove the actual web clients using repo playwright and /usr/bin/google-chrome.
created a real project through the app. a real codex gpt-6.1-sol turn committed .github/PuLl_ReQuEsT_TeMpLaTe.TxT with three distinctive headings. used the identical committed repository for both versions.
reproduced main's failure using the production detector, real git driver, and real codex pr-content generator: no template detected; generated description used generic Summary and Testing headings.
repeated those direct production service calls on the pr: detected the committed template and real codex output preserved template-25025-summary, template-25025-verification, and template-25025-risk.
nearby runtime checks passed: standard markdown template content is unchanged; nested working-directory discovery works; a tree before the template existed returns no template. both running web clients completed actual codex turns.
blacksmith: all 15 existing template-reader tests passed. git.cafe reports 30 successful checks, zero failures or pending checks.
the web create pr action and its full rpc-to-publication path remain unverified. generation is coupled to publishing another pr, which conflicts with this brief's instruction to touch no other pr. the generation evidence above comes from direct production service calls; the screenshot proves the actual web/provider session, not the create-pr action.
native desktop/mobile clients, macos/windows, other providers, and remote/tunnel modes were not exercised. this server-only change has no visual before/after difference or timing claim.
setup caveat: the new-project dialog unexpectedly attempted publishing maria-rcks/template-verification; github repository creation was reported successful, but the initial push failed on ssh host trust. no extra pr was created. remaining checks stayed local. that repository was left untouched afterward.
