build: run Effect rules on mobile and lock in clean suggestion rules - #31111
apps/mobile extends Expo's tsconfig instead of tsconfig.base.json, so its typecheck never loaded the Effect language service and ran none of our Effect rules. Separately, 35 Effect suggestion rules had no hits or only a handful, but as suggestions they never failed CI, so nothing stopped new violations.
Shared Effect config. The language-service block moves from tsconfig.base.json to tsconfig.effect.json, which the base extends. Mobile now extends both Expo's config and tsconfig.effect.json. Like web, it turns off the global* rules that have no React Native platform layer. nodeBuiltinImport stays an error for app code, so React Native code can't import Node built-ins, and is off for mobile's Node-side scripts and tests.
Mobile findings. Turning the rules on surfaced 94 findings across 26 mobile files:
typed Schema.TaggedErrors replace global Errors and unknown error channels;
Effect.fn spans on service methods;
Clock, Effect.logWarning, and Schema.is replace Date.now, console.warn, and instanceof inside Effect code;
four service keys now match their deterministic keys;
an unreachable catch is removed: EnvironmentOwnedDataCleanup.clear cannot fail, because Effect.promise turns rejections into defects.
One suppression remains: the HMR runtime registry erases each runtime's R and E types to unknown by design.
Locked-in rules. 28 suggestion rules with zero hits (catchAllToMapError, effectMapVoid, flatMapToTap, multipleCatchTag, syncToSucceed, unnecessaryPipe, ...) are now errors. So are seven more after fixing their hits: flatMapIdentityToFlatten (5), mapConstToAs (3), matchBooleanToIsSuccess (2), failCauseToConstructor, suspendFailToFailSync, redundantOrDie, and errorPayloadShadowsName (2).
Error names. The two errorPayloadShadowsName hits were real. A name payload field replaced the error's own name, so BrowserCookieWriteError and relay's EnvValueNotSingleLineError logged a cookie or variable name instead of their tag. Their fields are now cookieName and key.
Test-directory override. The base override that turns off effectFnOpportunity under test/, fixtures/, integration/, and packages/provider-testing/ never matched: the Effect plugin's globs take no {a,b} braces, and a trailing /** matches no files. It now lists each directory as **/<dir>/**/*. Probe files in each directory confirm it matches now.
Verified: every workspace typecheck passes, including mobile's, which now runs the Effect rules. Tests beside every changed file pass (mobile: 161 in 17 files). A probe confirmed web and shared still inherit the base rules through extends.
apps/mobile extended Expo's tsconfig and never loaded the Effect language
service. Its config now extends tsconfig.effect.json, which holds the
rules for every workspace, and its 94 findings are fixed.
Suggestion rules with no remaining hits become errors so new violations
fail the typecheck. Fixes the two errors whose `name` payload shadowed
the error's own name.

The pull request updates Effect configuration and usage across mobile, server, desktop, and shared packages. Changes include typed errors, schema-based encoding and error checks, clock access, and updates to Effect combinators and tests.
The base and mobile TypeScript configurations extend the shared Effect language-service configuration, which defines diagnostics and path-specific overrides.
Connection migration, cache, and platform effects apps/mobile/src/connection/*
Connection code uses an Effect Schema decoder for legacy catalog JSON, refines cache error typing and cleanup, and updates platform and registration-store Effect implementations.
Mobile persistence and JSON encoding apps/mobile/src/persistence/*
Persistence code updates service identifiers, uses schema-based JSON encoding, uses Effect Clock for cache cutoff calculation, and wraps selected operations with Effect.fn.
Mobile feature errors and Effect handling apps/mobile/src/components/PdfPreview.android.tsx, apps/mobile/src/features/*, apps/mobile/src/lib/*, apps/mobile/src/state/*
Mobile feature code adds tagged errors and schema-based guards, changes logging and null-result handling, and captures pull-request targets when load-family atoms are created.
Agent-awareness registration errors and timing apps/mobile/src/features/agent-awareness/remoteRegistration.ts, apps/mobile/src/features/agent-awareness/remoteRegistration.test.ts
Registration operations expose a specific error union and use Effect Clock for timing. Tests use that error type in queued-operation casts.
Effect combinators in server and packages apps/server/src/*, packages/client-runtime/src/connection/registry.test.ts, packages/effect-acp/src/*, packages/provider-core/src/server/providerAuthFlow.ts, packages/provider-cursor/src/server/*
Implementations and tests update Effect mapping, flattening, failure, and success-check patterns.
Error field names for cookie and environment values apps/desktop/src/preview/BrowserImport/BrowserImport.ts, infra/relay/src/clientConfig.ts
Cookie-write errors use cookieName, and relay configuration errors use key for the affected environment-variable name.
Mobile errors can display underlying exception text. The change is mergeable with a follow-up to use bounded messages.

Use one clock for app-state wakeup timestamps.
If the listener starts while the app is backgrounded under a supplied Clock, backgroundedAtMs uses that clock, but activation uses Date.now(). When the clocks differ, a short resume can incorrectly emit "application-active-long" because the wakeup threshold is 10 seconds. Capture the active Clock during acquisition and use it for both listener timestamps. (raw.githubusercontent.com)

Keep cause text out of tagged error messages.
This copies arbitrary exception text into EnvironmentUpdateCheckError.message, which releaseCheckError displays. Classify known failures with bounded messages and retain the original only in cause.
The same pattern appears in attachmentDocument.ts Line 77, localAttachmentPreview.ts Line 105, and assets.ts Line 166.
As per coding guidelines, error messages must be “never from cause, cause.message, or a stringified defect.”

Related work for visibility: #31196 removes repeated prefix scans from multiline .env reconciliation in infra/relay/src/clientConfig.ts. This PR's EnvValueNotSingleLineError field rename is separate; #31196 changes only the reconciliation loop and its existing tests, so it does not duplicate the Effect-rule work here.
Override globs take no braces and a trailing /** matches no files, so the
directory patterns never applied.
