docs: scope managed-policy LAN note to old background services - #30900
docs/user/managed-policy.md says the background service listens on private networks by default. That is no longer true for new installs, and it describes the wrong failure for old ones under managed policy.
Change
t3 service install writes T3CODE_LAN=false for a new service (apps/server/src/cli/service.ts:101), so a new service is local-only.
A service installed before T3CODE_LAN keeps private-network access. Without remote, managed policy refuses a non-loopback host, so that service fails to start instead of binding.
t3 up --no-lan fixes it only when service.env sets no T3CODE_HOST, because the private-network default applies only without an explicit host (apps/server/src/cli/config.ts:427-441). Otherwise, set T3CODE_HOST=127.0.0.1.
The paragraph now says exactly that. One user doc, no code.
Scope and approval
A small, focused fix of an obvious doc error: the text contradicts background-service.md ("Local network access") and the CLI code. No product behavior changes.
Verification
I read service.ts, config.ts, and up.ts against both docs. The second commit takes CodeRabbit's correction on startup refusal and the T3CODE_HOST condition, checked against config.ts. Not checked: a live run of an old service under a managed policy without remote.
managed-policy.md says the background service listens on private networks
by default. Since T3CODE_LAN, `t3 service install` writes T3CODE_LAN=false
for a new service (apps/server/src/cli/service.ts), and the server resolves
no LAN host for it (apps/server/src/cli/config.ts). Only a service installed
before T3CODE_LAN existed keeps the old private-network default, which
background-service.md already says. Scope the note to those services and
name `t3 up --no-lan`, the fix background-service.md documents.

Macroscope's review found this PR approvable — Clarifies that the LAN warning applies to older background-service installations and documents the existing --no-lan remedy. Runtime behavior and product defaults remain unchanged.

Walkthrough
The managed-policy guide updates its guidance for background services installed before T3CODE_LAN existed. It documents loopback configuration options and restarting the service.

Summary
Clarify legacy LAN behavior docs/user/managed-policy.md
The guide says older background services refuse to start without remote. It documents running t3 up --no-lan when service.env has no T3CODE_HOST, or setting T3CODE_HOST=127.0.0.1, then restarting the service.
The documentation accurately describes the available managed-policy fixes and is ready to merge.

The title "docs: scope managed-policy LAN note to old background services" matches the changeset, which narrows the managed-policy doc's LAN guidance to services installed before T3CODE_LAN existed. It follows conventional commit style and is specific enough for a teammate scanning history.
Full details: Description check
Explanation
The description follows the template's Problem, Change, Scope and approval, and Verification sections. The Problem and Change sections are clear and specific, with file references. The Scope section explains why this is a small doc fix without a prior issue, as the template requires. The Verification section lists the code files checked and states what was not checked (a live run of an old service under managed policy). The description has no explicit template comment about the conventional commit title, but the title meets that rule. The template also asks for the model and harness used, and the description includes the 'Doc change by Claude Opus 5.5 in Claude Code' line. The author cites a linked thread and related PRs, which adds context but is not required. Overall the description is mostly complete.

Without remote, managed policy refuses a non-loopback host before the
service binds, so an old private-network service does not start at all.
t3 up --no-lan fixes it only when service.env sets no T3CODE_HOST
(apps/server/src/cli/config.ts: privateNetworkOnly requires no explicit
host). Review feedback from CodeRabbit.

Checked the open GitCafe PR 30900 at head 299aaf6d3fb2bbcdd48dab607d51e56160f61dda; it is open and has no commits by repository maintainers.
Reproduced the old documentation mismatch on github/main: a new service wrote T3CODE_LAN=false, while removing that setting caused managed policy to refuse the legacy private-network startup before binding.
On this PR head, installed a real Linux systemd service under an isolated T3 home. service.env contained T3CODE_LAN=false, and the service listened on 127.0.0.1 under a managed policy allowing only desktop and local-browser clients.
Removed T3CODE_LAN and T3CODE_HOST, restarted the service, and observed the documented managed-policy refusal. Ran t3 up --no-lan --no-connect --yes; it restored local-only operation.
Created a real project in the web client and ran a real Codex gpt-6.1-sol turn. The provider returned the PR head hash and local provider path works.
Upstream pingdotgg#30900's new background-service note told T3 Learn users to run
`t3 up --no-lan` and `t3 service restart`, which act on T3 Code's CLI.
