fix(server): PR sync waits out a GitHub rate limit pause instead of failing every PR - #16203

…equest While GitHub was rate limited, every PR sync sweep failed each due pull request without calling GitHub and logged "pull request sync skipped" for each key, about 1,800 lines an hour on bb-1, with no cause. The sweep now reports one warning with the count, the first key, and the reason, and repeats it only when the reason changes or a sweep succeeds. lastSkipReason stores only the reason of the first skipped group in a sweep. Assume group A fails with "paused" in every sweep. Group B starts to fail with "signed out" later in the same sweep. The sweep compares only firstSkip.reason with lastSkipReason. The new reason stays hidden while A keeps failing first.
The ordering is also nondeterministic. Effect.forEach runs with concurrency: 25, so the "first" failure depends on completion order. With mixed reasons, firstSkip can alternate between reasons. …ailing every PR While a host was rate limited, the PR sync sweep still tried every due pull request each minute. Each read failed inside the rate limiter, and the keys stayed due. When a host read now fails with a rate limit pause, the sweep skips that project's host until the pause's retryAt, then reads as usual. Other hosts keep their cadence. Requested refreshes wait for the same pause. The warning no longer carries state across sweeps. Each sweep logs one line per failure reason, with its own count and first key. A stack read refused for a rate limit was swallowed inside syncGroup, so it never recorded the host's pause and the sweep kept retrying it each minute. It now leaves the pause to the sweep and keeps the stack due for retry. The pause is also checked against the clock as each read starts, so a pause that ends during a sweep no longer holds that sweep's remaining reads. Leaving this as is. Every project records its own pause on its first refused read: readGroup sets pausedUntil for that projectId + host. So a second project on the same credential makes one more read, which the shared limiter refuses locally without a GitHub request, and then skips until retryAt like the first. That is one fast local failure per project per pause, not one per sweep. Keying by credential would mean depending on how SourceControlRateLimit scopes credentials, and that coupling costs more than the one extra local read it saves.

While GitHub was rate limited on bb-1,
SourceControlRateLimitpaused GitHub reads until the reset. The PR sync sweep did not know that. Each minute it still tried every due pull request (about 74). Each read failed at once inside the rate limiter and logged onepull request sync skippedline with no cause, about 1,800 lines an hour. The failed keys stayed due, so the sweep kept doing this for the whole pause.Change
PullRequestSyncReactorreads the rate limit pause from the failed read (PullRequestProviderErrorwith reasonrate-limitedandretryAt, in thePullRequestOperationErrorcause chain). It then skips reads for that project and host untilretryAt. The check runs as each read starts, so a pause found early in a sweep also holds the rest of that sweep. Other hosts keep their normal cadence.requestSync) wait for the same pause. The rate limiter refuses them anyway, so trying would only add failures.
