fix(models): remove new badges from Claude Opus and Sonnet 5.5

Problem

Claude Opus 5.5 and Sonnet 5.5 still show NEW in the model picker, 17 and 11 days after release. Their launch highlights can be retired together now.

Change

Remove their new badges and bump the manifest's updatedAt so clients receive the updated metadata. Haiku 5.5 retains its NEW tag.

Scope and approval

Requested by @extoci. This is a focused model metadata refresh; the earlier Fable badge duration is a precedent, not a fixed expiry rule.

Verification

Parsed the manifest with Node and compared it to the previous version: only the two badges and updatedAt changed. Confirmed Haiku 5.5 is the remaining Claude model tagged NEW. git diff --check passed.

Formatting and automated checks were unavailable because vp and workspace dependencies are not installed. Browser verification was not run.

Implemented with GPT-6.1 Sol in the Codex harness.
