feat(web): draft screen project picker is searchable

The project picker on the draft screen was a plain menu, so with many projects you had to scroll to find one. The sidebar's project filter already has a search field.

The draft picker now uses the same Combobox and ComboboxSearchInput primitives as the sidebar filter, with the same search field, "No matching projects." empty state, favicons and machine badge. Choosing a project still retargets the draft.

Changes to the list:

• "No project" is no longer a row in the picker. The "or start without a project" line under the headline is the way into it. Once a draft has no project, the picker under "What should we work on?" lists projects to move back to.
• "Add project" is the last row and drops out while searching, so a query with no matches reaches the empty state.

The "No project" row in both after-shots is the copied test data's own scratch project at a different path from this dev server's scratch folder, so the filter treats it as a regular project. In normal use it is filtered out, as on main.

Verified in the web dev client with copied real data:

• Search narrows the list, and a query with no matches shows the empty state.
• Enter on the match retargets the draft.
• "or start without a project" switches the draft to no project.
