test(usage): usage service tests keep their state directory until cache writes land

Problem

apps/server/src/usage/UsageService.test.ts builds its ServerConfig with ServerConfig.layerTest(cwd, { prefix }), which creates the state directory with makeTempDirectoryScoped in the layer's scope. UsageService writes its scan cache from a detached fiber after each scan, and the finalizer that waits for those writes is registered in the test's outer Effect.scoped. The layer's scope closes first, so the state directory is removed while a cache write can still be landing in it.

#17553 fixed the one test where this had shown up in CI (#17546) by awaiting the write in that test. The same ordering is still there for the rest of the file on main at c85dc64:

• Three more tests can fail with the same ENOTEMPTY … rmdir …/userdata: "does not share an in-flight scan after custom prices change", "reports a failed Cursor refresh from its cache without refreshing", and "keeps the later read when a scan that read earlier finishes first". They end on a readSummary with nothing awaiting the write.
• Sixteen tests are written as UsageService.make.pipe(Effect.provide(layerService(...))), so the state directory is removed as soon as the service is built. The later cache write recreates it, and every run of the file leaves 16 usage-service-* directories in the OS temp directory.

Change

layerService now puts the state directory inside the home directory that the tests' setup already creates and removes. setup registers that removal first in the test's scope, so it runs last, after every UsageService.make finalizer has waited for its cache writes. One line, in the shared helper, so it covers all 27 tests.

That also makes the explicit awaitPersisted #17553 added to the v4 upgrade test redundant, and its comment ("before the layer removes the state directory under it") inaccurate, since the layer no longer removes anything. This PR removes both, returning that test to its form before #17553. The v4 upgrade test is included in every run below.

Scope and approval

Very small, focused fix for an obvious bug, submitted without a prior issue: a test-only change to one helper line plus removing the wait it makes redundant, no product code or behavior. It is the same defect maintainers already accepted in #17546 / #17553, in the tests that fix did not reach.

Verification

Linux 7.1 x64, Node v24.3.0, 16 cores. All runs are vp test run src/usage/UsageService.test.ts from apps/server, four at a time. "Leaked" counts usage-service-* / usage-managed-* directories left in /tmp by the runs.

The failures do not reproduce unaided on this machine, so the delayed rows use a temporary, uncommitted copy of the test file whose FileSystem layer waits a random 0–3 ms before makeTempDirectory (the first step of the atomic cache write), to stand in for a loaded CI runner. In the 11 failed runs on main there were 13 test failures, every one ENOTEMPTY on rmdir …/userdata: 6 × "does not share an in-flight scan after custom prices change", 6 × "reports a failed Cursor refresh from its cache without refreshing", 1 × "keeps the later read when a scan that read earlier finishes first".

Not covered: the Cursor account cache has its own detached write whose wait is registered in the layer scope. In the sixteen tests that close the layer right after building the service, a late account-cache write is still not awaited before home is removed. It did not fail in any of the 60 delayed runs; closing it means restructuring those tests, which is beyond this one line.

I did not run on macOS or Windows, and ran no repo-wide checks. Test-only change, no UI, so no screenshots.
