Summary

Improve deploy dialog focus, field error feedback, table semantics, contrast, and small viewport layout.

The current repository E2E environment cannot exercise the enterprise Deploy page. As a fallback, this PR uses Vitest Browser Mode with the real Deploy components and seeded query data, supplemented by unit and integration tests, to cover accessibility semantics, keyboard/focus behavior, short-viewport visibility, status updates, and error recovery. This does not replace full E2E validation against an enterprise deployment environment.

Two architecture suggestions to reduce deployment dialog orchestration: prefer one mounted Dialog Root around the environment section with typed Trigger payloads, and validate whether the extra menu focus-handoff state is needed. A handle is not required just because this is a table. Preserve the closing lifecycle and keep session state inside DialogContent; Base UI can own open state instead of duplicating it in the page. The menu composition and focus simplifications still need browser verification; these comments do not claim a reproduced runtime regression.
