Enterprise admin needs a cross-workspace view of Studio-visible apps to assemble its app management pages. Non-built-in environments, their deployment status and invocation metrics stay in enterprise.

• GET /inner/api/enterprise/apps: paginated app metadata, workspace and creator, so enterprise can join its environment data by app id.
• GET /inner/api/enterprise/apps/<app_id>: adds what only CE owns, the built-in environment's published version, access points (Web App, Service API, MCP, triggers) and its invocations.
