With Follow change request templates enabled, Azure DevOps repositories never supplied a template to the description generator because their source-control provider had no template reader. Addresses #22871.
Change
Add a local Git reader following the GitLab implementation: inspect committed regular blobs in .azuredevops, .vsts, docs, then the repository root, accepting case-insensitive pull_request_template.md and .txt names. Read from the primary remote's locally recorded default branch even when the PR targets a release branch. Keep the same absent, blank, bounded-output and truncation behavior as GitLab. No Azure API calls or credentials are needed for template discovery.
Limits: local remote HEAD metadata must be available and current; otherwise discovery returns no template. Branch-specific templates are outside this fix, matching the default-template scope of the GitLab reader. Tree listings and template content remain bounded. cannot-verify azure live; evidence uses temporary local Git repositories, with external Azure operations mocked. No UI behavior changed, so screenshots are not applicable.
Verification
Validation:
Before: both fixture test files failed, 10/10 tests, because the Azure reader was absent and GitManager passed no template.
After: vp test run apps/server/src/sourceControl/azureDevOpsChangeRequestTemplate.test.ts apps/server/src/git/GitManager.azureDevOpsTemplate.test.ts — 2 files passed, 16 tests passed.
The GitManager fixture runs the real create_pr path with the setting enabled and checks the template passed to the description generator, including release targets with different or missing templates.
Targeted lint and Azure DevOps/server package typechecks passed.

Macroscope's review found this PR requires human approval — Azure DevOps PR generation will now incorporate repository templates under the default-enabled template setting. Human confirmation is needed for this change to default generation behavior; template reads are bounded and restricted to committed regular files.

Walkthrough
The Azure DevOps source-control provider now reads pull-request templates from the repository’s remote default branch. Template detection searches supported locations, filters file types, limits content size, and returns no template when detection fails.

The provider resolves the primary remote’s symbolic HEAD and passes the default branch to the detector. The detector searches supported locations, selects regular .md or .txt files, limits reads to 8,000 bytes, and returns no template for blank content or failures.

Explanation
Issue #22871 requires Azure DevOps template discovery when the setting is enabled. AzureDevOpsSourceControlProvider now implements readChangeRequestTemplate, resolves the primary remote's local refs/remotes/<remote>/HEAD, and passes that ref to the detector. The detector checks .azuredevops, .vsts, docs, and the root for case-insensitive regular pull_request_template.md or .txt blobs. It returns no template for missing, blank, truncated, or failed reads and bounds tree and blob output. Tests cover default-branch reads for release targets, precedence, case-insensitive names, invalid entries, truncation, and unknown remote HEAD metadata.

Explanation
The changed provider code, detector, and temporary-repository tests directly support issue #22871. The tests validate the required Azure DevOps discovery behavior and integration boundary. No unrelated product behavior or UI changes are shown in the reviewed diff.

Create the symlink in the Git index instead.
If a Windows developer lacks symlink privileges and Developer Mode, NodeFS.symlinkSync can fail before this test checks the provider. Create a mode 120000 entry in the Git index to test the committed symlink without requiring an operating-system symlink. (learn.microsoft.com)
