🔍 Build Failure Analysis

Summary — The Linux_Release_Release leg failed to build because the pinned Microsoft.Build.Framework/Microsoft.Build.Utilities.Core/Microsoft.NET.StringTools version 18.9.6 no longer supports net8.0/net9.0, and this is treated as a hard NETStandardCompatError (not just a warning) by MSBuild.

Root cause: Microsoft.Build.* 18.9.6 dropped net8.0/net9.0 support

This PR bumps MicrosoftBuildVersion from 17.11.48 to 18.9.6 in Directory.Packages.props. Starting with 18.9.6, Microsoft.Build.Framework, Microsoft.Build.Utilities.Core, and the transitive Microsoft.NET.StringTools package declare that they only support net10.0 or later — each package's buildTransitive/netcoreapp2.0/*.targets script raises a build error (NETStandardCompatError_*) rather than a warning when consumed from an older TFM.

Microsoft.Testing.Platform.MSBuild.csproj and its unit-test project multi-target $(SupportedNetFrameworks) (which still includes net8.0/net9.0) + netstandard2.0, so every non-net10.0 TFM in those two projects now fails to build with six NETStandardCompatError_* errors (three packages × two TFMs), even though the actual assemblies are otherwise usable on those runtimes.

A secondary, likely-cascading compile error also appears in the same project: CS0419 ("Ambiguous reference in cref attribute: UnsupportedOSPlatformAttribute") in src/Platform/Microsoft.Testing.Platform/Helpers/System/ITask.cs:27. The newer Microsoft.Build.Framework/Microsoft.Build.Utilities.Core assemblies appear to bring in (or now resolve ahead of) another type named UnsupportedOSPlatformAttribute visible to the XML-doc cref resolver when Microsoft.Testing.Platform.MSBuild.csproj compiles this shared source file, making the reference ambiguous. It's a doc-comment resolution issue (not a hard blocker on its own) but is worth flagging as a further symptom of the same dependency bump.

Affected files / errors

  • Directory.Packages.props:30 — root cause: MicrosoftBuildVersion bumped to 18.9.6
  • Microsoft.Testing.Platform.MSBuild.csproj (net8.0, net9.0) — 3× NETStandardCompatError_* per TFM (Microsoft.NET.StringTools, Microsoft.Build.Framework, Microsoft.Build.Utilities.Core)
  • test/UnitTests/Microsoft.Testing.Platform.MSBuild.UnitTests/Microsoft.Testing.Platform.MSBuild.UnitTests.csproj (net8.0, net9.0) — same 3× errors per TFM
  • src/Platform/Microsoft.Testing.Platform/Helpers/System/ITask.cs:27CS0419 ambiguous UnsupportedOSPlatformAttribute reference (likely cascades from the same package bump)

Proposed fix

Since these packages are MSBuild-authoring/tooling dependencies consumed only for their APIs (not runtime execution) on net8.0/net9.0, the standard mitigation is to explicitly acknowledge the compatibility risk in the affected .csproj files, e.g.:

Alternatively, if these packages genuinely don't work correctly on net8.0/net9.0 at runtime, the safer route is to hold MicrosoftBuildVersion back until the project can move fully to net10.0-only tooling assemblies, or scope the VersionOverride="18.9.6" bump to only the projects/TFMs that need it rather than the shared MicrosoftBuildVersion central property. This decision affects the MSBuild package layout and runtime behavior, so it needs maintainer judgment rather than a mechanical patch — no automated fix commit was pushed.

I did not push a fix commit: the change lives in Directory.Packages.props, which is build infrastructure outside the src//test/ scope this workflow is allowed to touch automatically, and choosing between suppressing the warning vs. holding back the version is a design decision, not a mechanical one.
