Adds clap-compatible #[command(no_binary_name)] and an inherent try_parse_from entry point.

try_parse_from consumes a full argv by default and routes to the existing words-only parser when no_binary_name is enabled. Command container attributes are accepted under either #[usage(...)] or #[command(...)].

Updates the PLAN gap and adds conformance coverage for both input contracts.

Overview
Closes the clap parity gap for no_binary_name: root #[derive(Cli)] types can use #[command(no_binary_name)] (or the same flag on #[usage(...)]) so every input word is treated as an argument with no program name stripped.

Generated CLIs gain try_parse_from, which follows clap’s argv contract—argv0 included by default via parse_from_argv, and direct routing to words-only parse_from when no_binary_name is set. parse_from stays the allocation-free primitive that never expects argv0.

#[command(...)] is now a first-class attribute alongside #[usage(...)] on Cli and Args derives. no_binary_name is root-only; misuse on nested command types is a compile error.

PLAN.md marks the item done, and conformance asserts both contracts (try_parse_from with and without argv0).
