fix(web): keep settled drop hint inside the sidebar viewport - #26736
When the Settled section is collapsed, dragging a settled thread out of the sidebar can push the drop hint below the scroll viewport, hiding its bottom dashed border.
Change
Scroll the settled drop hint into view when its drag transform moves it beyond the sidebar viewport.
Scope and approval
This is a focused fix for an obvious sidebar drag display bug. The change is limited to the web sidebar marker.
Verification
All 42 sidebar drag tests passed. Lint and formatting passed. Manually checked captured drag states to confirm the full dashed border remains visible without overlapping rows.
Macroscope's review found this PR requires human approval — The change keeps the settled-section drop hint visible during dragging. It also introduces a line-level oxlint suppression, which requires human review of the diagnostic exception.

The sidebar marker can scroll its first child into view during a vertical drag transform. The settled placeholder enables this behavior when its hint is shown.
SortableSidebarMarker now retains its sortable node and scrolls its first child into nearest view when revealOverflow is enabled and a vertical transform is defined. The settled placeholder enables this option when showHint is true.
Starting an unrelated drag in a long sidebar can jump the scroll position to the Settled hint and move the rows away from the pointer. The fix is small and should be made before merge.

Full details: Description check
Explanation
The description follows the template's main sections: Problem, Change, Scope and approval, and Verification. The Problem and Change sections clearly describe the bug and the fix. Scope states it is a focused fix limited to the web sidebar marker. Verification lists 42 passing drag tests, lint and formatting checks, and a manual check of drag states. It has no before/after screenshots, which the template asks for on UI changes. It also does not say whether the Settled section was tested in other states or name a triaged issue or maintainer approval, which the Scope section asks for.
Resolution
Add before/after screenshots or a short recording of the dragged settled thread, since this is a UI change. Link the triaged bug issue or the maintainer discussion, or explain why this small obvious fix needs no prior approval. Note any checks that could not be run.

Do not scroll the sidebar for a stationary marker.
When from !== null and renderedSettledThreads.length === 0, showHint is true for every drag, including unrelated drags. The settled placeholder is included in SortableContext, and the sorting strategy can return a defined y: 0 transform when it has not moved. The current guard treats that value as movement and can scroll an off-screen hint at drag start.
Keep showing the hint for any drag, but only reveal overflow for a non-zero transform.
