feat(composer): index threads, Jira, and Figma for mentions - #30968
Stacked on #30952 — review this PR after that one, or look at the tip commit only.
Summary
The Phase 1 mention index only covered pull requests. Users also want to mention threads and bring Jira/Figma into the same local search path without per-keystroke network calls, using the MCP servers they already configured for their agents.
This adds thread indexing from local shells, Jira/Figma syncers that call discovered MCP servers (Cursor/Claude/Codex configs + settings overrides), composer kinds and paste chips for those links, and wires @ to supplement thread hits from the index.
Test plan
On top of Phase 1: type @ with a thread title fragment and confirm indexed threads appear
With Atlassian MCP configured (or mentionIndex.jira in settings.json), run ensure-indexed / open composer and confirm Jira keys search without crashing when MCP is missing
With Figma MCP + mentionIndex.figma.fileKeys, confirm file/page rows index; missing MCP leaves an empty/error scope
Paste an atlassian.net/browse/KEY URL and a figma.com/design/... URL into the composer and confirm chips
Macroscope's review found this PR requires human approval — This adds cached mention search and Jira/Figma context chips, including MCP discovery that can execute repository-provided commands without approval. Human review must resolve that trust boundary and assess the new diagnostic suppressions and changed composer defaults.
Needs human approval because:

The change adds a persistent mention index for pull requests, threads, Jira issues, and Figma files, with server syncers and WebSocket search methods. It also adds typed pull-request, Jira, and Figma composer contexts, including draft persistence, URL conversion, sending, and display support.

Contracts add pull-request, Jira, and Figma records. Shared utilities parse Jira and Figma links, create context references, and format provider payloads. Mobile constructors create external-link contexts and distinguish pull-request records from file-specific review comments.

Pull-request summaries use pull-request records, including an upgrade path for qualifying legacy records. Mobile creates pull-request records without a file path and recognizes matching attached pull-request URLs.
Draft persistence and context insertion apps/web/src/composerDraftStore.ts
Draft state persists and hydrates Jira and Figma contexts. Store methods add these records and manage prompt references.
Jira and Figma contexts flow through imports, send snapshots, outgoing messages, queued edits, and failed-send restoration. Pasted Jira and Figma links can be rewritten as context references.

The UI renders pull-request, Jira, and Figma contexts. Pull-request summaries use pull-request chips, while review comments retain review-comment presentation.
pingdotgg/t3code#24960 — The issue concerns context-chip retention when prompt text and context records diverge. This change filters records during queued edits, but does not establish that the separate pull-request handoff append path is fixed.

Some Codex MCP configurations may fail to index Jira or Figma, and pasted context chips cannot open their links. The draft migration gap should be fixed before a storage-version change; the remaining issues are bounded and do not otherwise block this merge.

Make MentionIndexMcpError a Schema.TaggedError with structured attributes.
MentionIndexMcpError extends Error with a hand-set _tag. The session APIs return the untyped Error. Several failures build their message from String(cause) or from remote text. Callers cannot catch these failures with Effect.catchTags. The remote text also reaches persisted scope metadata without a bound.
Define the error with a stable operation, the serverName, and a required cause. Build the message from those attributes. The coding guidelines require this: "Failures are Schema.TaggedError classes with structured attributes … The message is fixed or built from those attributes, never from cause".

Remove old external records when a queued edit removes their references.
When an existing queued message contains a Jira or Figma record, deleting its prompt reference makes the new filtered array empty. keptRecords still carries the original record into editQueuedRun, so the saved message retains context the user removed. Keep Jira and Figma references in the source prompt after a move.
moveComposerPromptAndImages keeps jiraContexts and figmaContexts in the source draft. Its rebuilt prompt includes only terminal references. The source draft can then hold Jira or Figma records with no matching prompt reference. This breaks the record/reference pairing that setJiraContexts, setFigmaContexts, and clearComposerPromptAndImages maintain. A later send that reads these records may include context the composer no longer shows.

Preserve context when recovering a queued edit.
If a user adds a Jira or Figma chip to a queued edit and the run starts before the edit is saved, recoverQueuedMessageEdit moves the edit to the thread draft. Count Jira and Figma contexts as user content during migration.
composerDraftHasUserContent and partializeComposerDraftStoreState already keep drafts that hold only jiraContexts or figmaContexts. persistedComposerDraftHasUserContent does not check those fields. stripLegacyModelSeedsFromEmptyDraftSessions uses it during migratePersistedComposerDraftStoreState. A draft with an empty prompt and only Jira contexts is then classified as empty, and the migration drops it unless it has a runtime or interaction mode. addJiraContexts with appendReference: false can produce such a draft.
The migration runs only when the stored storage version differs from COMPOSER_DRAFT_STORAGE_VERSION (9). Reloading a draft written at version 9 does not drop it. The loss occurs when a future storage-version change migrates drafts written at version 9.

Extend the mention index beyond PRs so @ can find threads locally and Jira/Figma items come from the users configured MCP servers, with URL paste turning into context chips.

Summary
The Phase 1 mention index only covered pull requests. Users also want to mention threads and bring Jira/Figma into the same local search path without per-keystroke network calls, using the MCP servers they already configured for their agents.
This adds thread indexing from local shells, Jira/Figma syncers that call discovered MCP servers (Cursor/Claude/Codex configs + settings overrides), composer kinds and paste chips for those links, and wires
@to supplement thread hits from the index.Test plan
