feat(composer): disk-backed mention index for pull requests - #30952
Typing # to mention a pull request hit the network on every keystroke and reused the review-comment chip. That made the menu feel slow and left PR context looking like a review note.
This adds a disk-backed mention index (under T3 home caches), a first-class pull-request composer context kind, and wires the # menu to local search with a background PR sync.
Test plan
Open a project with linked PRs, type # in the composer, and confirm matches appear without waiting on a network search after the first sync
Pick a PR from the menu and confirm it becomes a pull-request chip (not a review-comment chip)
Restart the server and confirm # still returns the previously indexed PRs immediately
Confirm vp run check:changed stays green on this branch
PR mentions used live network searches on every keystroke and shared the review-comment chip. Index PRs on disk, search locally, and give them a first-class context kind so drag/paste and the # menu stay fast.
No actionable comments were generated in the recent review.
Walkthrough
The PR adds a server-side pull-request mention index and exposes search and indexing through RPC and client state. It also introduces pull-request context records separately from review comments and updates mobile and web context creation and presentation.
Changes: Pull-request mentions and context
Layer / File(s)
Summary
Mention and context contracts packages/contracts/src/composerContext.ts, packages/contracts/src/mentionIndex.ts, packages/contracts/src/rpc.ts, packages/shared/src/composerContextReferences.ts, packages/contracts/src/index.ts, packages/contracts/src/composerContext.test.ts
Adds schemas and RPC contracts for mention search and pull-request context records. Provider formatting includes pull-request metadata and identifies it as untrusted reference material.
Index, sync, and search apps/server/src/mention/*
Adds a persisted mention index, pull-request synchronization, and search scoring and result aggregation. Syncing lists up to five pages of pull requests. Tests cover matching and exact-number ranking.
Server RPC integration apps/server/src/server.ts, apps/server/src/ws.ts, apps/server/src/ws.test.ts, apps/server/src/auth/RpcAuthorization.ts, apps/server/src/observability/RpcInstrumentation.ts
Provides the mention-index service to WebSocket RPC handlers and registers search and indexing methods with authorization and instrumentation.
Client mention search and suggestions packages/client-runtime/src/state/mentions.ts, packages/client-runtime/package.json, apps/web/src/state/pullRequests.ts, apps/web/src/components/chat/useComposerMenuItems.ts
Adds client query atoms and changes pull-request suggestions to use mention-index hits, with exact-number detail lookup and index-based loading and error states.
Creates pull-request records when context has pull-request metadata and no file path, and keeps file-specific contexts as review comments. Web records can upgrade legacy pull-request summaries, and mobile attachment checks recognize matching pull-request records.
The PR can cause repeated sync traffic, misleading empty search results, unavailable existing pull-request chips, and unresolved duplicate references in saved drafts.

Explanation
The description has a Summary and a Test plan, and it states the problem (per-keystroke network search and review-comment chip reuse) and the change (disk-backed index, pull-request context kind, local search with background sync). It omits the template's required sections: Problem, Change, Scope and approval, and Verification. It gives no linked issue or maintainer approval. The test plan is unchecked and gives no observed results, and no before/after evidence is included. The description also omits the agent model and harness line the template asks for.
Resolution
Add the template sections: Problem, Change, Scope and approval, and Verification. In Scope and approval, link the triaged issue or the maintainer discussion that approved this direction. Scope covers a disk-backed index, a new pull-request context kind, and a menu change, so explain why these changes belong in one PR or split them. In Verification, report the observed results of the test plan items, not only the unchecked boxes. State anything you could not check, such as the restart check. Add the model and harness used, since the template asks for it when an agent was used.

Update the imports in MentionIndexService to use namespace imports for the
MentionIndex and MentionIndexPrSyncer service modules, then update their
consumers to reference the exported services through those namespaces using the
repository’s service-consumption pattern.
This file imports the MentionIndex service tag as a named import. The repository rules allow named imports only for pure helpers, errors, schemas, config values, and types. A consumer must use import * as MentionIndex from "./MentionIndex.ts" and then yield* MentionIndex.MentionIndex. mentionIndexScopeKey and MentionIndexRow can stay as named imports.

Update the service import in the MentionIndex consumer to use the module

Extend an existing case to cover the restart path.
The PR test plan lists "indexed PRs remain available after a server restart" as unchecked. No test covers this durability path.
Extend this case. Build make a second time on the same KeyValueStore layer, after replaceScope. Assert that search returns the same hits. The disk decode path in readDisk is the behavior that can break here.
The syncer has no test for pagination or for the failure path (markError keeps existing rows). Add focused rows to a table if one exists.
As per path instructions: "Hold changed tests to the rules in docs/internals/testing.md." That document requires testing persistence behavior and extending existing tests before adding new ones.

Add a retry backoff for empty and error scopes.
ensureIndexed treats every empty or error scope as stale, regardless of age. Two cases trigger a full pullRequests.list call on every composer search:
A scope has no pull requests.
A scope has a persistent failure, such as missing source-control auth. markError does not update syncedAt, so the age check cannot help.
Each search then makes a network call plus disk writes from markSyncing and markError. This brings back the per-keystroke network cost that this PR removes.
Record the time of the last sync attempt in the scope meta. Apply a short backoff to the empty and error states, for example 30 seconds.

Handle syncing and first-run empty index status in the # menu.
On the first # search for a project, MentionIndexPrSyncer.ensureIndexed forks the sync. markSyncing runs inside that forked fiber. index.search then runs before it and usually reports status: "empty" with no hits. The composer shows these results as follows:
isLoading only tracks mentionIndexLookup.isPending.
emptyState only checks for status === "error".
The result is therefore the "No pull request matches…" message.
The atom family has staleTimeMs: 15_000 and no refresh. The menu does not update when the sync finishes. The user sees a false "no results" state until the next query change.
Fix both sides:
On the server, call index.markSyncing(scopeKey) in ensureIndexed before Effect.forkDetach, so the first response reports syncing.
On the client, treat syncing as loading. Re-query while the scope is not ready. createEnvironmentRpcQueryAtomFamily accepts refreshIntervalMs and isFinal.

Rewrite legacy PR-summary references during draft loading.
ensureInlineContextReferences appends the new pull-request reference instead of replacing the saved review-comment reference. The old reference then has no matching record and renders as an unresolved chip. Rewrite legacy PR-summary references to reviewCommentContextReference(record) during normalization instead of appending a second reference.

Keep legacy message links renderable after upgrading their records.
For a sent PR summary, the existing message link has kind review-comment. This upgrade preserves its ID but changes the record kind to pull-request. UserMessageContextReferenceChip dispatches by the link kind, and the review-comment handler rejects the upgraded record. Existing PR chips therefore render as unavailable. Preserve compatibility with the old link kind, or migrate the link and record together. (raw.githubusercontent.com)

Do not classify file-shaped comments as pull-request summaries.
