refactor(server): sign server tokens through PayloadSigner - #30523
Stacked on #30501. After that layer, five server modules signed tokens through the free helpers signPayload(payload, secretBytes) and verifyPayloadSignature(…), which had three problems:
Every call rebuilt the HMAC key.
AssetAccess and AttachmentUpload also reloaded the secret on every call, and those plain functions carried Mac in their requirements, which leaked up to every caller.
A helper that returns an Effect still typechecks inside a template string, where it silently becomes an object string. That broke two tests in https://git.cafe/pingdotgg/t3code/pulls/30501.
What changed
auth/PayloadSigner.ts builds the HMAC key once and exposes { sign, verify }:
fromSecret(bytes) is for services that already hold the secret.
make(secretName) loads the named secret on first use, so a secret-store failure still reaches the caller rather than service construction.
assets/AssetSigner.ts is a small service for the asset-access-signing-key that asset URLs and attachment-upload URLs share. The server provides it next to ServerSecretStore.
Consumers:
SessionStore and McpOAuth hold a fromSecret signer.
GuestShareService holds a make signer.
AssetAccess, AttachmentUpload and the MCP attachment tool yield AssetSigner.
Each keeps its existing error handling, for example the asset logging and its fallback to null.
auth/utils.ts keeps only timingSafeEqualBase64Url, now pure and implemented with Mac.timingSafeEqual.
Signatures are byte-identical: HMAC-SHA256 over the same payload, as unpadded base64url. Issued sessions, asset URLs and invites stay valid.
Verification
vp run check:changed passes.
Tests that build legacy tokens now sign through the same signer as production.
Macroscope's review found this PR approvable — This consolidates server token signing behind PayloadSigner while preserving existing keys, token formats, and access policies. Key reuse and service wiring introduce no obvious material change to customer-facing behavior.

Walkthrough
The change adds a shared PayloadSigner service for HMAC payload signing and verification. Authentication and guest-sharing code use it for tokens. Asset access and upload code use an AssetSigner service built on PayloadSigner, with runtime and test layers updated to provide the service.
Changes: Payload signing foundation
Layer / File(s)
Summary
Shared signer and utility cleanup apps/server/src/auth/PayloadSigner.ts, apps/server/src/auth/utils.ts
Adds PayloadSigner with fromSecret and server-secret-store-backed make constructors. Removes the standalone payload signing and verification helpers from utils.ts.
Authentication and guest token migration apps/server/src/auth/SessionStore.ts, apps/server/src/auth/McpOAuth.ts, apps/server/src/guest/GuestShareService.ts, apps/server/src/auth/SessionStore.test.ts
Migrates session, WebSocket, OAuth client ID, and guest token signing and verification to PayloadSigner. Guest invite signatures retain their existing truncation. The session scope-claim test now signs through the signer.
Asset signing integration

Summary
Asset signing and verification apps/server/src/assets/AssetSigner.ts, apps/server/src/assets/AssetAccess.ts, apps/server/src/assets/AttachmentUpload.ts, apps/server/src/assets/*test.ts
Adds AssetSigner for the asset-access signing key. Asset URL and attachment upload token issuance and validation use this service. Tests provide the signer and use it to create a legacy token.
MCP and runtime wiring apps/server/src/mcp/toolkits/attachment/handlers.ts, apps/server/src/mcp/toolkits/core.test.ts, apps/server/src/provider/AgentContextBudget.test.ts, apps/server/src/server.ts, apps/server/src/ws.test.ts
The attachment toolkit obtains and provides AssetSigner. Runtime and test dependency layers provide the signer, backed by the server secret store where applicable.

pingdotgg/t3code#30474: Makes Effect Signature services available, which this change uses for HMAC operations.

Explanation
The title "refactor(server): sign server tokens through PayloadSigner" matches the main change. The PR adds a PayloadSigner service that builds the HMAC key once. Five server modules now sign and verify tokens through it instead of the removed signPayload and verifyPayloadSignature helpers. The title is concise, follows the conventional commit format, and names the primary change.
Full details: Description check
Explanation
The description follows the template's main sections in substance. It gives the problem (per-call HMAC key rebuilds, secret reloads, and Mac leaking into requirements) and the change (PayloadSigner, AssetSigner, and consumer updates). The Verification section reports that vp run check:changed passes and that legacy-token tests sign through the same signer. Two gaps remain. The Scope and approval section has no linked issue or maintainer approval. The description also links a stacked dependency PR (#30501) but does not state that approval for this scope exists. The Verification section also gives little detail on the changed behavior, such as which focused tests ran and what they observed.
Resolution
Add a Scope and approval entry that links the triaged issue or the maintainer discussion approving this refactor, or explains why it qualifies without one. Also state the stacked dependency status and whether #30501 must merge first. In Verification, name the focused tests run (for example AssetAccess, AttachmentUpload, SessionStore, and ws tests) and their observed results. Keep the template's trailing agent line and state anything not checked.

Five modules each loaded a secret and called signPayload/verify helpers that
rebuilt the HMAC key per call, and the asset helpers reloaded the secret and
carried Mac in their requirements. PayloadSigner builds the key once and
exposes sign/verify; AssetSigner holds the key shared by asset and upload
URLs. Signatures are unchanged.

Upstream pingdotgg#30523 made the production MCP layer require AssetSigner, so the
fork test that checks session_* tool registration failed to build its layer.
