Effect 4.1 ships effect/jose (Jwt, Jws, Jwk, Jwks), so the server, web and shared packages no longer need the jose dependency.
What changed
@t3tools/shared/relayJwt is Effect-native now:
verifyRelayJwt(schema, input) takes the claims schema and returns decoded claims, like Jwt.verify. Every caller used to pipe the result through its own Schema.decodeUnknownEffect.
Time comes from the ambient Clock. The nowEpochSeconds inputs are gone, including from RelayTokens.verifyLinkChallenge and verifyDpopAccessToken, and tests use TestClock.
maxTokenAge takes a Duration.Input. RelayDeliveryProof passed a number of seconds, which jose read as seconds and effect would read as milliseconds; it now passes "25 hours".
Signing and verifying require Signature.Signature. Services yield it once at construction. The server already provides it through NodeCrypto.layer. The relay worker and the web DPoP layer add Signature.layerWebCrypto.
decodeRelayJwt returns an Effect.
RelayJwtError.diagnosticCode reports the JoseError reason, for example ClaimValidationFailed.exp.expired, in place of jose's ERR_JWT_* codes.
Codex ChatGPT sign-in verifies the ID token with Jwt.verifyWithKeySet. It fetches the JWKS through our HttpClient into Jwks.makeLocal, and requiredClaims: ["exp"] replaces the hand-written check. I didn't use Jwks.makeRemote: it rejects non-HTTPS URLs, which the tests' loopback discovery uses, and verification only runs at sign-in and import.
Web DPoP proofs are signed with Jwt.sign, using the stored non-extractable CryptoKey wrapped by Signature.privateKeyFromCryptoKey.
Behavior notes
decodeUnverified is stricter than jose's decodeJwt: it rejects unsupported alg values such as none and segments that aren't valid base64url. Real Clerk tokens are RS256. The client-runtime fixtures used alg: "none" and a non-base64url signature segment, so I fixed the fixtures.
infra/task-cache still uses jose through its vendored upstream remote-cache Worker (vendor/vite-plus-remote-cache-cloudflare). That package is upstream code built on Promises, so the catalog entry stays for it alone.
Verification
vp run check:changed passes: format, lint, knip, typecheck of 40 packages, and tests.
Ran tests in each affected area: shared relayJwt, server CloudLink, link-proof HTTP, webhook route, and Codex ChatGPT auth (54 tests), relay (154 tests), client-runtime relay, and web DPoP.
Macroscope's review found this PR approvable — Migrates relay tokens, browser DPoP proofs, and ChatGPT identity verification to Effect JOSE while retaining existing verification constraints. JWKS caching and a full-fetch timeout address the raised availability concerns; no material product-policy or data changes are evident.

Walkthrough
The pull request replaces jose with Effect JOSE APIs for JWT decoding, signing, and verification. It adds signature-service requirements across server, relay, and browser flows. Verification accepts payload schemas and uses the Effect clock. Client token decoding also becomes effectful.

Summary
Shared JWT API and verification behavior packages/shared/src/relayJwt.ts, packages/shared/src/relayJwt.test.ts, packages/shared/package.json
JWT decode, sign, and verify operations now use Effect JOSE APIs. Verification accepts a schema and uses the ambient clock. The shared package removes jose; tests cover signing, verification, and expiration.
Server identity-token verification apps/server/src/provider/CodexChatGptAuth.ts, apps/server/src/provider/CodexChatGptAuth.test.ts, apps/server/src/provider/Drivers/CodexDriver.ts, apps/server/package.json
Codex ChatGPT ID-token verification uses Effect JWT, JWKS, and signature services. Tests sign tokens with Node crypto and check JWKS caching and refetching. The server package removes jose.
Server relay proof signing and verification apps/server/src/cloud/CloudLink.ts, apps/server/src/relay/AgentAwarenessRelay.ts, apps/server/src/scheduledTasks/RelayDeliveryProof.ts, apps/server/src/cloud/http.test.ts, apps/server/src/scheduledTasks/webhookRoute.test.ts
Cloud and relay proof operations provide signature services and pass payload schemas into verification. Related tests use Effect-based APIs and signature layers.
Link-challenge and DPoP token operations use signature services and schema-aware verification. Callers no longer pass the current epoch time; tests control time with TestClock.
Environment proof verification and signing infra/relay/src/environments/EnvironmentConnector.ts, infra/relay/src/environments/EnvironmentLinker.ts, infra/relay/src/environments/EnvironmentPublishSignatures.ts, infra/relay/src/environments/EnvironmentLinker.test.ts
Environment proof operations use Effect-based JWT decoding and verification with payload schemas and signature services. Existing error mappings and response checks remain.
Hook delivery and recovery proofs use schema-aware verification. The worker’s Web Crypto layer includes signature support, and tests provide signature layers.
Browser DPoP signing uses Effect JWT and Web Crypto APIs. Client token decoding uses Effects for account identity and expiry handling. The web package removes jose, and test token fixtures use RS256 headers.

Retain the JWKS resolver cache between verifications.
The persistent managed-runtime auth can perform repeated sign-ins and imports, but each verification now fetches the same JWKS again. This increases identity-provider requests and can make later operations fail during a transient JWKS outage. Reuse the former remote-resolver cache or an equivalent successful key-set cache, while preserving refresh behavior for rotated or unknown keys.

Document why verifyWithEnvironmentKeys is untraced.
verifyWithEnvironmentKeys runs a key-rotation loop, but Effect.fnUntraced gives it no span. The declaration does not say why. The repository's Effect guidance allows an untraced helper when the enclosing operation's span already covers it, but it requires the reason to be stated beside the function. Both callers run inside the named relay.environment_connector.connect or relay.environment_connector.status span, so the untraced form appears intentional. Add that reason next to the declaration.
📝 Suggested comment
+// Untraced: its callers run inside the connect or status span, which covers this key-rotation loop.

If the enclosing span should not cover this loop, use Effect.fn("relay.environment_connector.verify_with_environment_keys") instead.

The harness always signs ID tokens with an expiration in 2100. Existing authentication and credential-transfer cases therefore do not detect removal of requiredClaims: ["exp"] or removal of expiry enforcement. Add missing-exp and expired-exp cases through the applicable authentication and credential-transfer paths, and assert that each rejected token does not save or transfer a connection.
This is a focused backend test gap for changed authentication behavior. It does not show that production verification currently fails.

Effect 4.1 ships JOSE support, so relay JWTs, Codex OIDC verification and
web DPoP proofs now use effect/jose. relayJwt verifies against the ambient
Clock, decodes claims with a schema, and requires Signature from the
environment. jose stays only for the vendored task-cache worker.
