feat(web): Labs toggle keeps 5h, weekly, and context limits in view - #26859
Users on small plans (for example the $20 Codex plan) plan their day around the 5 hour and weekly resets. They want to see those limits and the context length at all times. Today the only way is to run /usage-limits or hover the context ring.
This adds a Labs toggle, Settings → Labs → Usage in thread details (off by default). When it is on, the bottom of the thread details card shows one quiet row per limit window plus Context: a label, a 3px bar, and the % left. The data is the same as /usage-limits and the composer context ring, so there is no new server work.
Every row reads as "% left", Context too, so a longer bar always means more room.
Hover a row for the reset time, pace, and token counts.
20% left or less turns amber, and 10% or less turns red.
When a provider cannot read its limits, it shows one "Limits · Unavailable" row with the provider's message on hover.
The reset countdown updates once a minute. Nothing animates.
Web and desktop. Mobile has no thread details card.
Claude with 3 windows (dark), provider error, light mode, and low limits:
Proof: vp run check:changed passes. I checked every state above in the real web app on a dev server. The screenshots use sample limit data, because Codex cannot read limits in the sandbox.

Round 4 was cut short. The maintainer asked to remove the pace ticks, so the build changed during that round.

A Labs setting adds a Usage section to the bottom of the thread details
card. It shows how much is left in each of the current model's limit
windows and in the thread's context window. Reset time, pace, and token
counts are in each row's tooltip.

Macroscope's review found this PR approvable — Adds an optional Labs readout for provider limits and context headroom in thread details. It remains disabled by default and displays existing snapshots without changing quotas or provider behavior.

Walkthrough
Adds a default-off Labs setting that controls whether thread details show provider usage limits and context-window data. The readout can show remaining percentages, reset timing, usage pace, and token counts when available.
Adds threadDetailsUsageEnabled, defaulting to false, with a Labs switch and search entry. The documentation describes the readout, and the desktop settings fixture includes the default.
Adds provider limit and context-window rows with tooltips and threshold-based styling. ThreadDetailsPanel renders the readout when it receives usage data.

During a pending provider handoff, thread details can briefly show the next provider’s limits beside the current thread’s context usage. This is a bounded display issue that can be addressed with owner follow-up.

Explanation
The title "feat(web): Labs toggle keeps 5h, weekly, and context limits in view" follows conventional commit format and names the main change: an off-by-default Labs setting that shows 5-hour, weekly, and context limits in the thread details card. It is specific to the web client. It does not mention desktop, though the description says the change covers web and desktop. The title passes because it matches the core change.
Full details: Description check
Explanation
The description follows the template well. It explains the problem (users on small plans need to see 5-hour and weekly resets and context length without running /usage-limits or hovering the context ring). It describes the change (a Labs toggle, row behavior, thresholds, error state, and the once-a-minute countdown). It includes verification (vp run check:changed passes, and the author checked states in the web app on a dev server, with screenshots). Gaps: the Scope and approval section is missing. It does not link a triaged issue or maintainer-approved discussion, and it does not explain why the Labs toggle is an allowed exemption. The Verification section also says the screenshots use sample data, and it does not state what could not be checked on desktop. The description also has a Council review section that the template does not ask for. Its statement that the build changed during round 4 is extra context and does not affect the template check. The description is mostly complete, but the missing approval information is a required item.
Resolution
Add a Scope and approval section. Link the triaged issue or the maintainer discussion that approves the direction. If no prior approval exists, explain why the change qualifies as focused configuration of an established capability (the existing thread details card and usage data), and state that the toggle does not change behavior beyond that capability. Also state whether desktop was checked manually. The current description says it covers desktop but does not show verification for it.
