Problem

On web, a pending line comment in a pull request review (added with Add to review, held until Submit review) can only be discarded. Fixing a typo means deleting it, selecting the lines again, and retyping it. Mobile already lets you edit a pending comment by tapping it in the review sheet.

Change

• The pending comment card gets a pencil beside the trash. It swaps the body for a textarea seeded with the text, with Cancel and Save. Cmd/Ctrl+Enter saves, Escape cancels. The comment keeps its id and its place in the list. This covers the Code tab and Guide excerpts, which share the card.
• editComment in pullRequestReviewStore replaces the body in place.
• removeComments, which runs after a review is submitted, now matches the submitted snapshot by object identity instead of by id. A comment edited while the submission is in flight is a new object, so it stays pending instead of being dropped along with the old text that was sent. The summary already works this way (clearSummary), and mobile's clearSubmittedReview compares bodies for the same reason.

No contract, server, or mobile change: pending comments are client state until submission.

Scope and approval

No maintainer approval discussion yet. This brings web to parity with mobile, which already edits pending comments. #12087 (closed for missing approval) made local agent review comments editable and noted that pending pull request review comments were "left for a follow-up"; its discussion is #14570.
