Advances all melodic-software/ci-workflows pins from #4/#5 to the current main tip e27929e (#7).

Why now

ci-workflows #6 changed consumed surfaces — lychee-offline/action.yml, the powershell action's Invoke-Pssa.ps1, and link-check.yml — that the old pins missed. This pulls those corrections in ahead of the weekly Dependabot bump. (#7 only touched ci-workflows' own ci.yml, no consumer impact, but pinning to the main tip is the convention.)

lychee-offline) and the link-check reusable-workflow pin from #4/#5 to the
current ci-workflows main tip. Picks up the #6 corrections to

Closing as stale: this auto-bump targets e27929e (ci-workflows commit #7), but ci-workflows main has since advanced to 78411a5 (past the config-ready-trio merge bd977e0, adopted here in #20). The next Dependabot run will open a fresh PR bumping all pins to the current HEAD.

Both github-iac repos are onboarded (all quality lanes + Dependabot + standards
configs, feeding a local ci-status gateway). Personal self-gates via a per-repo
ci-gate ruleset; org gate enforcement lands with the requires-ci tag (PR #16).
Update the adoption table, the per-repo onboarding note, the sequence (next:
provisioning), and the plan.md Phase 6 checkbox.

Verifying live state (not the tracker) showed kyle-sexton/provisioning already
runs the full ci-workflows pipeline (all PowerShell-appropriate lanes by SHA →
ci-status), with standards configs at root and a per-repo ci-gate ruleset. The
tracker still listed it Bare/next. Mark it Integrated, advance the sequence
(next: claude-code-plugins, the only genuinely greenfield repo left), and tick
the plan.md Phase 6 box. Also refine the org github-iac note: the requires-ci
tag is merged (PR #16); only the live `pulumi up` apply remains.
