program: fresh-eyes checkpoint audit — tag skill actions for same-context bias and retrofit delegation #304

PLUGIN-PHILOSOPHY's fresh-eyes rule (docs/fresh-eyes-doctrine branch): a skill step whose output judges work produced in the same context delegates that judgment to a fresh-context agent, mandatory in the skill's design. Bias classes: author-verifier, plan-attacker, self-grade. Exempt: deterministic gates; judgment over external input.

Program (wave shape mirrors the shadowed-skill-renames rollout):

  1. Audit pass over every marketplace skill tagging each action against the three bias classes (read-only inventory, one report).
  2. Per-plugin retrofit PRs adding the fresh-context delegation step where a tagged action lacks it — likely candidates surfaced in triage: verification skills confirming same-session work, devils-advocate invoked in the authoring session, quality-gate self mode, interview lock synthesis, implementation pre-PR self-review.
  3. Where the judgment is mechanical, prefer converting it to a deterministic script over delegating (stance-mechanism doctrine composes).
