Tranche-2 finding from the fresh-eyes checkpoint audit (program #304; wave-1 sweep 2026-07-19).

Finding (two items, one plugin): planning:prd's review action and planning:plan's review action each critique artifacts the invoking context may have produced (self-grade / author-verifier class) — WEAK severity.

Why deferred: both are frequently invoked on artifacts from OTHER sessions (already fresh-eyes by input), and human-in-loop consumes the review; deferral is a decision, not a gap (wave-2 Brief assumption). Note the sibling exemplar: devils-advocate already carries an input-resolution "Fresh-context requirement" — the same conditional-dispatch shape likely fits here.

Action on next touch: re-judge under the default-to-delegate rule once the delegation-mechanics doctrine + skill-quality check 18 land (wave-2 plan attached to #304). Outcome = conformant fresh-context delegation OR an explicit fresh-eyes-exempt directive with reason.
