fix(kiro): resubmit a finished answer on the completion retry - #8070
On a trivial request such as "Reply with exactly: OK", Kiro's claude-sonnet-5 gave the right answer, but the client received "There's no active task in this conversation for me to continue" instead. This reproduced on every attempt through Claude Code (tools present, so the completion tool is required). claude-opus-5.5 and claude-sonnet-5.5 were not affected.
Captured upstream frames show the sequence:
First send: assistantResponseEvent "O", "K", then metadataEvent {"stopReason":"END_TURN"}, with no call to the private completion tool. In required mode plain text with END_TURN is deliberately not trusted as a final answer (Kiro turns sometimes stop after a progress message #531), so the one bounded retry fires (recoveryKinds: ["empty-completion"]).
Retry send: the history replays the assistant "OK", followed by KIRO_COMPLETION_RETRY_MESSAGE, which began "Continue the existing task…". The model read that as the user's next message and called codex_kiro_final_answer with "There's no active task…". That valid completion replaced the held "OK", as designed.
The 5.5 models call the completion tool on the first send and never reach the retry. Thinking is not the trigger: it reproduces with no effort at all.
The fix only rewords KIRO_COMPLETION_RETRY_MESSAGE in src/adapters/kiro-constants.ts. The new message states that ordinary text has not reached the user, and asks for an already complete reply to be resubmitted unchanged through the completion tool. The blocking-question clause, the "next real tool call" clause and "do not solicit a new task" are kept. The resubmit sentence is conditional, because when nothing was replayed (reasoning only) the instruction is appended to the original user turn and there is no previous reply. The empty-completion classification is unchanged.
structure/providers/kiro.md documents the case.

Review follow-ups (CodeRabbit):
The retry instruction keeps a direct completion route for a retry with no previous reply: "If the task is complete, call codex_kiro_final_answer now with the complete final answer; if your previous reply already was that answer, submit it unchanged." Re-checked live on claude-sonnet-5 with this wording: plain-text "OK" → "OK"; reasoning-only → "OK"; progress text → Bash tool call; real end to end → "OK".
docs-site/src/content/docs/reference/adapters.md documents the instruction and the resubmit behavior.

Full-suite scope exception:bun run test was not run locally. The machine (WSL2, 16 GB shared with other work) runs out of memory on the full suite, so only the domains above were run. The rest of the suite is left to CI.

Summary by CodeRabbit
Bug Fixes
Improved Kiro’s completion retries so ordinary assistant text is not treated as delivered before final submission. A finished plain-text answer is resubmitted unchanged and delivered to the user. When a task is blocked on user input, Kiro submits the relevant question; when more work is needed, it continues with a tool call.
Documentation
Clarified how Kiro handles completed answers, requests for user input, and continued work during completion retries.
On a trivial request claude-sonnet-5 answers in plain text with END_TURN instead of calling the private completion tool, so the bounded retry fires. Its instruction began "Continue the existing task", which the model read as the user's next message: it called the completion tool with "there is no active task to continue", and that replaced the correct answer.
The retry instruction now states that ordinary text has not reached the user and asks for an already complete reply to be resubmitted unchanged. The empty-completion classification is unchanged.
No actionable comments were generated in the recent review.
Walkthrough
Kiro’s completion-retry instruction now explains how to handle a complete held answer, a question blocked on user input, or a retry that needs another tool call. Tests cover the instruction and retry behavior.

Summary
Retry instruction and documentation src/adapters/kiro-constants.ts, structure/providers/kiro.md, docs-site/src/content/docs/reference/adapters.md
The retry message directs the model to resubmit a complete prior answer unchanged, submit a question when blocked on user input, or continue with a real tool call. The documentation describes the plain-text END_TURN case and the completion-tool request.
Retry behavior tests and shard mapping tests/providers/kiro/kiro-completion-retry-wording.test.ts, scripts/test-layout/layout.json, tests/fixtures/test-layout-expected.json
Tests check the retry wording, replay of a held OK answer, and a reasoning-only retry without replay history. The test-layout mapping and fixture include the new test.
The supplied documentation and test-layout changes show no actionable merge-blocking issue.

Explanation
The title "fix(kiro): resubmit a finished answer on the completion retry" matches the main change. The PR rewords KIRO_COMPLETION_RETRY_MESSAGE so the model resubmits an already-complete reply unchanged through the completion tool. The title names the Kiro scope, the fix type, and the specific behavior. It is concise and specific, so a teammate scanning history would understand the primary change.

Review follow-up. The reworded retry instruction offered only a resubmitted reply, a blocking question, or another tool call. On a reasoning-only retry there is no previous reply, so a request the model can answer directly had no completion route in the message itself. It now says: if the task is complete, call the completion tool with the final answer, submitting the previous reply unchanged when that already was the answer. Documented in the adapter reference.

fix(kiro): resubmit a finished answer on the completion retry. The retry instruction keeps a direct completion route, and the docs-site reference is updated.
