Refs kurrent-io/kcap-server#2495, kurrent-io/kcap-server#2510 — AI-3949 (no kcap-cli issue; the closing issue is the server's)

What & why

The daemon now registers agents through the server's new AgentRegisteredAcked and learns whether the registration landed. A same-id restart resume the server refuses is torn down and falls through to kcap continue under a new agent id. Against a server without the method (Unknown hub method), the daemon calls the old AgentRegistered and treats it as accepted; that is remembered per connection id, so a reconnect probes again. A reply with no outcome is an error, not an acceptance.

Where to look

  • Any refusal marks the agent RegistrationRefused. IsServerSilent (private or refused) gates every per-agent send: status, run events, heartbeats, session end, unregister, live-agent lists, cloud sink and later re-registrations. A Completed sent for a refused id could overwrite the failure the server recorded.
  • Fresh launch or reconnect: the process keeps running locally with nothing sent. A held first turn (envelope-sourced Codex) is released without a claim.
  • Refused resume: no superseded end or resume_failed for the old id. A stop that lands while the registration is pending wins over the refusal.

Verification

  • Touched classes: 148/148 pass, including refused fresh launch, refused reconnect, stop during a pending refusal, and null reply.
  • Full daemon unit suite: 4468 tests, 2 failures. Both fail because this shell exports KCAP_DAEMON_ID/AGY_ADC_AUTH, which those tests assume are absent.
  • dotnet publish -c Release of kcap-daemon: no IL2xxx/IL3xxx warnings.

🤖 Generated with Claude Code

Summary by CodeRabbit

  • New Features

    • Server registration now reports acceptance or refusal, including the refusal reason.
    • Older servers remain supported through automatic legacy registration fallback.
    • Refused agents remain silent and are excluded from further lifecycle updates; eligible resumed work can continue under a new agent.
    • Reconnection does not retry registrations explicitly refused by the server.
  • Bug Fixes

    • Prevented lifecycle and cloud-mirror updates for refused agents.
    • Preserved worktrees during refused-registration continuation flows.
  • Tests

    • Added coverage for responses, serialization, fallback behavior, refusals, and reconnect handling.

A status or session end sent for a refused id could overwrite the failure the
server recorded for it, so the refused id gets nothing further.

📝 Walkthrough

Agent registration now returns an acceptance or refusal response. The daemon uses that response during launch, resume, reconnect, and cleanup. Tests cover serialization, fallback, and refusal handling.

Changes: Agent Registration Handling

Layer / File(s) Summary
Acknowledged registration contract
src/Capacitor.Cli.Core/..., src/Capacitor.Cli.Daemon/Services/ServerConnection.cs, test/Capacitor.Cli.*/*AgentRegistered*
AgentRegisteredAsync returns an AgentRegisteredResponse. The connection uses AgentRegisteredAcked, falls back to AgentRegistered when unavailable, and caches support per connection.
Refused agent state and lifecycle filtering
src/Capacitor.Cli.Daemon/Services/AgentOrchestrator.cs
Refused agents become server-silent. Server-bound status, event, heartbeat, session, cleanup, and shutdown operations skip them.
Refused resume handling
src/Capacitor.Cli.Daemon/Services/AgentOrchestrator.Resume.cs, src/Capacitor.Cli.Daemon/Services/AgentOrchestrator.cs, test/Capacitor.Cli.Daemon.Tests.Unit/Services/AgentOrchestratorContinueTests.cs
The daemon retains refusal reasons, cleans up refused resumed launches, and carries registration_refused through continuation handling.
Reconnect behavior and refusal coverage
src/Capacitor.Cli.Daemon/Services/AgentOrchestrator.cs, test/Capacitor.Cli.Daemon.Tests.Unit/Services/*
Reconnect stops retrying after refusal. Test doubles and tests cover typed responses, launch behavior, re-registration, resume, pending-stop handling, and cloud-sink shutdown.

Merge Risk: 🟡 Moderate · up to 9943c

Before merging, refused agent IDs must be blocked from every server-bound report; otherwise local refused agents can still publish dimensions, lifecycle events, policy data, or commands.

Security architecture risk: 🟡 Moderate · up to 9943c

Most lifecycle reporting now respects registration refusal, and refused resumes correctly move toward a new identity. However, fresh refused execution can bypass the durable session claim while retaining server-mediated interaction dependencies. That new execution mode needs a consistent ownership and reporting boundary; no privilege escalation or cross-tenant access was demonstrated.

Retained concerns

  • Medium · architecture · inferred: The new refused fresh-launch mode releases the deferred Codex first turn without the previously required durable source claim, but the runtime still receives the server-backed interaction delegate. Suppressing orchestration reports therefore does not establish a fully local authority and audit path. Whether an interactive approval subsequently reaches or is rejected by the server remains unresolved; this is a boundary-consistency concern, not a verified authorization bypass.
Security review details

Security Blast Radius

  • inferred — The inspected client-side boundary covers a daemon's agent identities, session ownership, local runtimes, and reporting to its configured server. Run events use the existing credential source. These client requests do not establish server acceptance, cross-tenant reach, or data-store mutation.

Security Findings and Attack Paths

  • inferred — No complete attacker-to-privileged-outcome path was established. The material unresolved path is an interactive refused Codex launch reaching its held first turn without a durable source claim while retaining server interaction wiring. Runtime approval dispatch and server enforcement are needed to determine its effective outcome.

Trust Boundaries and Controls

  • observed — Server-silent state is not a universal outbound admission control. Local resize/detach can still send dimensions, reviewer parking can still invoke the server, and a stop report claimed before refusal can later enqueue AgentRunStopped. These sending paths predate the PR; their continued presence contradicts unconditional silence but does not by itself demonstrate newly increased authorization exposure.

Resilience and Maintainability Implications

  • observed — The event queue delivers independently of registration state and drops non-retryable responses only after an HTTP attempt. Policy upload is queued before registration in both base and head. Thus refusal does not retract previously queued work, although that exposure predates the PR.

P2 Badge Exclude refused resumes from heartbeat emission

When a registration refusal arrives shortly before a periodic heartbeat, the agent remains in _agents while TerminateAsync waits through its grace and kill-reap windows. RunHeartbeatLoopAsync filters only by status and IsPrivate, not RegistrationRefused, so it can enqueue an AgentRunHeartbeat for the refused ID after the server has recorded the refusal—the exact follow-up run event this branch is intended to prevent. Either unpublish before awaiting termination or exclude refused agents from the heartbeat loop.

Fixed in 7d92153: the heartbeat loop skips a refused agent's AgentRunHeartbeat but still runs its stuck-Starting check.

Continue refused agent resumes under a new ID

🐞 Bug fix ✨ Enhancement 🧪 Tests 🕐 40+ Minutes

Grey Divider

AI Description

• Use acknowledged registration to distinguish server refusals from successful registrations.
• Stop refused same-ID resumes and continue in the existing worktree under a new ID, without further
 sends for the old ID.
• Fall back to legacy registration on older servers and skip replay after reconnect refusals.

High-Level Assessment

The acknowledged registration with a per-connection legacy fallback is appropriate: it obtains an authoritative refusal without breaking older servers. Reusing the existing continuation lane preserves worktree and ledger ownership; a separate refusal-recovery path would duplicate that lifecycle logic.

Action required

1. Stopped resumes restart under a new agent ✓ Resolved
Description
NativeResumeAsync checks RefusedRegistration before it checks whether the published agent was
stopped. If a stop arrives while registration is awaiting the server, the refusal takes the
continuation branch despite the stop; the stop can also clear ResumePending, allowing cleanup to
remove the worktree before that continuation uses it.
Code

src/Capacitor.Cli.Daemon/Services/AgentOrchestrator.Resume.cs[879]

+        if (resume.RefusedRegistration is not null) return (RegistrationRefusedReason, null);
Relevance

●●● Strong

Recent stop/settlement precedents favor fixing this race; refusal must not override an already
requested stop.

PR-#1652
PR-#1623

ⓘ Recommendations generated based on similar findings in past PRs

Evidence
The new refusal return precedes the existing StopRequested check. A live resume is stopped through
StopAgentCoreAsync rather than withdrawn; that stop sets ResumePending to false, which enables
worktree and ledger deletion during refusal cleanup.

## Issue description
A stop during registration can be overridden by a subsequent refusal, restarting an agent the user stopped and potentially removing its worktree first.

Check the published agent's stop state before mapping a refusal to continuation, and coordinate refusal cleanup with the resume/stop state under the existing ledger lock. Add a test that stops the agent while the registration response is pending.

2. Refused launches run without server records 🐞 Bug ≡ Correctness
Description
HandleLaunchAgent acts on registration.Registered == false only when resume is non-null, and
the local IPC launch caller discards the new response altogether. When the server refuses an
ordinary hosted or registered local launch, its runtime continues without a server entry; the hosted
path can still send status and acknowledge the launch as executed.

Remediation recommended

3. Agents refused on reconnect still send status updates ✓ Resolved
Description
ReRegisterAgentsAsync logs a registration refusal and breaks without setting
agent.RegistrationRefused or stopping the agent. Because the agent keeps running without a live
server entry, later TrySendAgentStatus transitions, cleanup's AgentUnregistered, and subsequent
reconnect attempts still use the refused id; a non-failure status can overwrite the server-recorded
failure.
Code

src/Capacitor.Cli.Daemon/Services/AgentOrchestrator.cs[R5409-5414]

+ // A refusal is the server's answer, not a transient failure, so it is not retried. A status
+ // sent for the refused id could clear the failure the server recorded for it.

PR-#1623
PR-#1652

ⓘ Recommendations generated based on similar findings in past PRs

Evidence
The reconnect refusal branch only logs and exits the current pass, while the only assignment to
RegistrationRefused is in the resumed-launch path. ReRegisterAgentsAsync uses that flag to
filter later registration attempts, and CleanupAgentAsync checks it before unregistering, so
neither guard applies after a reconnect refusal; TrySendAgentStatus does not check it at all.

Set `agent.RegistrationRefused = true` when reconnect registration is refused. Explicitly decide whether and how a later connection may retry registration rather than relying implicitly on the refusal flag's current filter.

Description

AgentRegisteredResponse.Accepted, even though null contains no registration outcome. If the
invoked method completes with a null body, callers proceed with status and registration-dependent
setup without knowing whether the server holds the agent; the legacy acceptance fallback is intended

2. Refused launches run without server records 🐞 Bug ≡ Correctness

Agent Prompt
## Issue description
Fresh hosted and registered local launches ignore a refused registration and keep running under an id the server does not hold.
## Fix Focus Areas

- src/Capacitor.Cli.Daemon/Services/AgentOrchestrator.LocalIpc.cs[470-480]
## Recommended Fix
Give non-resume hosted launches an explicit refusal teardown and failed launch outcome. Handle the response at the local caller too, distinguishing a definitive refusal from the transient registration errors that local sessions currently tolerate.

Partly taken in 7d92153. A refused fresh launch is now silenced (no status, run events, forwarding, unregister) but keeps running locally rather than being torn down; the owner chose that over killing the process. A held first turn is released without a claim so the agent does not sit idle.

A fresh launch or reconnect refusal now silences the id like a private agent
while the process keeps running; a held first turn is released locally since no
claim can be made for it.

Defer the policy-snapshot event until registration is accepted.

For an interactive launch with a nonempty policy snapshot, this block queues PolicyWire.ToUpload before RegisterAgentAsync receives the server’s answer. If the server refuses registration, the event has already been queued under the refused ID. Keep the snapshot available for the runtime, but do not enqueue its server-bound event unless registration succeeds.

Readiness returns when the re-registration pass ends, so a live sink would
otherwise keep mirroring under the refused id.

The runtime's callbacks and the ACP forwarder were attached while the agent
was still registered, so they outlive the refusal unless stopped.

Suppress dimensions for refused agents.

A refused non-private agent remains locally attachable. Detaching it, or resizing it through a writable local attachment, reaches SafeSendDimsAsync. The helper sends SendTerminalDimensions for the refused ID because it checks only !agent.IsPrivate. This violates the IsServerSilent boundary and can store or broadcast dimensions for an agent that the server refused.

Suppress park reporting for refused agents.

RegisterAgentAsync marks a refused agent as RegistrationRefused without creating its run entry. However, the park selection excludes only private agents. A refused running ReviewFlow agent can therefore reach ParkReviewerAsync, which calls ReportParticipantParkedAsync with an ID that has no server registration. The server can reject this as an ownership or ledger miss. The shutdown path also calls ParkReviewerAsync directly, so selection filtering alone is insufficient.

Guard stop-event reporting for refused agents.

A refused fresh-launch or reconnect agent remains locally active, so a later local stop can reach SendStopReportGated. Its status calls are suppressed, but the unconditional AppendAgentRunEventAsync can enqueue AgentRunStopped and post it to /api/agent-runs/{agentId}/events for the refused ID. Guard this append without returning early, so local stop bookkeeping remains intact.

Suggested fix
