feat(settings): each agent's row sets the model and effort New tab starts it on - #3116
Settings > Agents follow-up to #3108: each agent row that already holds the mode New workspace, New tab and New worktree start the agent in now also holds the model and effort they start it on.
Claude Code row: Permission mode, then Model (--model, with the alias suggestions sonnet/opus/haiku) and Effort (--effort: low, medium, high, xhigh, max).
Codex row: Sandbox and approvals, then Model (--model) and Effort (-c model_reasoning_effort=: low ... ultra).
New workspace and New tab fill their Model and Effort fields with them when the dialog opens on that agent or the agent is picked. Every field stays visible and editable before Start. New worktree (no such fields) passes them as they are.
Default: none set. Empty model and "Agent default" add no flag, so with nothing set every launch is byte-for-byte today's (a test pins it).
No other agent gets these rows: only Claude Code's and Codex's launches take a model and a level (launchCapabilities, the facts the dialog already uses). Start mode for other agents is not added: no other agent's CLI has a verified mode flag in that table.
Nothing writes the agent's own config file.
Which flags, and why they are safe on the installed CLI
The rows use exactly the flags the New tab dialog has passed since #1512, checked by the same rules (launchChoiceFault on the client, launchArgsFault on the bridge):
Claude Code: --model and --effort are in claude --help (2.1.318 here); --effort is in the changelog by 2.1.72 and xhigh since 2.1.111, both below the catalog's minimum 2.1.284.
Codex: -m/--model and -c key=value are in codex --help (0.166.0 here) and in the catalog's minimum 0.157.0.
A stored value the launch would refuse is dropped when settings load (sanitizeSettings) and again when the defaults are read (launchDefaults), so a value never reaches another agent's command line or one that would refuse it.
Dialog behaviour
Opening on an agent fills its defaults; picking another agent fills that agent's model, and its effort when one is set.
With no effort set for the next agent, a level the reader picked in the dialog stays where the agent names it (today's behaviour), and the level that came from the previous agent's default does not carry over.
A typed model in Settings is kept only once it is one name --model takes; otherwise the row says "One model name, without spaces." and the last kept value stays.
Storage
Four new settings (claudeLaunchModel, claudeLaunchEffort, codexLaunchModel, codexLaunchEffort), shared across devices like the launch modes (added to SHARED_SETTING_KEYS; an older server simply keeps them device-local). Not collected by telemetry.
Design follows Codex's and the Claude Code app's own per-agent default model/effort; DESIGN.md's New agents entry describes it.
Validation
Failing first on origin/main 72b8127: launchDefaults unit test, the settings sanitize test and the NewSessionDialog prefill test failed before the change; all pass after.
bun test src/lib/agentLaunchMode.test.ts src/lib/settings.test.ts src/components/NewSessionDialog.test.tsx src/lib/newSession.test.ts src/lib/i18n.test.ts: pass. bun run typecheck: pass.
Browser, in the CI runner image (herdr-ci-runner:local, own HERDR_TEST_SESSION): scripts/settings-pages-demo-regression.ts (extended: Claude's Model/Effort rows store, an invalid model is refused, Codex's row has Effort), scripts/new-session-skills-browser-qa.ts, scripts/phone-worktree-sheet-regression.ts: PASS.
Screenshots at 390 and 1280, light and dark, of the Agents rows, the invalid-model state and the prefilled New tab dialog (demo app).
bun run check fast: pass (unit 12586 pass / 0 fail, typecheck, build, generated files, workflow syntax).
Not run: full integration suite, Windows/macOS jobs (no server, Windows or app code changed).
…arts it on
Claude Code's and Codex's rows on Settings > Agents hold a Model and an Effort beside the start mode. New workspace and New tab fill their fields with them (still editable), New worktree passes them. None set adds no flag. Only values the agent's launch takes are kept.

New Features
Set default model and effort preferences for Claude Code and Codex in Settings > Agents. These values prefill the fields when creating a workspace, tab, or worktree, and can be changed before launch.
Leave settings empty to use the agent’s own defaults. Unsupported or invalid choices aren’t applied.
Documentation
Added setup guidance and translations for the new model and effort settings.
Claude Code and Codex now have saved model and effort defaults. The settings page validates these values, and new workspace, tab, and worktree flows apply them while allowing dialog edits.

Summary
Store and validate launch preferences src/lib/settings.ts, src/lib/settings.test.ts, src/lib/settings.legacy-fixture.ts, shared/preferences.ts
Settings adds shared model and effort preferences for Claude Code and Codex. Values default to empty strings, are sanitized against provider choices, and are excluded from telemetry.
The Agents settings page adds validated model and effort controls for Claude Code and Codex. Translations and regression checks cover the controls.
Apply defaults to new agents src/lib/agentLaunchMode.ts, src/lib/agentLaunchMode.test.ts, src/components/NewSessionDialog.tsx, src/components/NewSessionDialog.test.tsx, src/components/WorktreeDialog.tsx, DESIGN.md, changelog.d/agent-new-tab-defaults.md
New workspace, tab, and worktree flows resolve and apply the selected agent’s defaults. The session dialog supports agent changes and user edits; tests and documentation describe the behavior.
Issue 774: The PR adds model and effort defaults to the New tab flow, which addresses part of the requested one-step model and effort selection.

The defaults work across the intended launch flows, but synchronization can lose draft text or miss newly received defaults. Older Codex installations can also fail to start with certain saved effort values. These are bounded issues with workarounds; merging requires owner awareness and follow-up.

Review round (omo CLEAR at bdd6eb5; Codex gpt-6.1-terra, xhigh) and the one fix round:
MEDIUM, fixed: the dialog decided whether the shown effort came from the last agent's Settings default by comparing values with the current setting. A default changed on another device while the dialog was open could then carry to the next agent, and a level the reader picked that happened to equal the default was dropped. The dialog now remembers where the effort came from (a flag set when it fills a default, cleared when the reader picks a level). New failing-first test: NewSessionDialog > carries a level the reader picked to the next agent, even one equal to the last agent's setting, and never the setting itself (failed before the fix with Expected "high", Received "").
LOW, fixed: the invalid model message in Settings is now tied to its input (aria-describedby).
LOW, fixed: the Model row's description no longer says New worktree's value can be changed there: "New workspace and New tab fill it in, still changeable there; New worktree starts the agent on it."
After the fix: bun run check fast pass (unit 12590 pass / 0 fail); scripts/settings-pages-demo-regression.ts and scripts/new-session-skills-browser-qa.ts PASS in the CI runner image.

AgentsSettings so it no longer implies that the model can be changed during New
worktree launch. Clarify that New worktree uses the saved model and effort
without per-launch controls, while preserving the distinct behavior for New
workspace and New tab; update the corresponding translations.
- Line 70: Update the synchronization effect in AgentsSettings so remote model
changes do not overwrite a draft containing invalid text. Preserve that draft
during editing and reconcile it with the remote model when editing ends, while
retaining the existing behavior for drafts that match the prior model.
Review comments at @src/components/NewSessionDialog.tsx:

NewSessionDialog to reconcile shared settings that arrive after the dialog
opens, including the agent-list fallback, so untouched model and effort fields
receive the configured defaults before launch. Preserve any model or effort
value the user has edited; establish how the dialog tracks untouched fields and
late settings before choosing the reconciliation approach.
Review comments at @src/lib/settings.ts:
- Around line 771-772: Update codexLaunchEffort validation in the settings
normalization flow to check the selected default against the installed Codex
CLI’s supported effort values, rather than accepting unsupported values such as
max or ultra. Before launching Codex, make an unsupported saved value visible
and allow the user to correct it; preserve valid settings.
