Gate Context standalone init via isStandaloneInitPhase in StreamIoJit, keep shouldDeferHeavyStreamIoEmitters M3-env-only, and delete the dead JitStreamIoKernel::implement inventory path (~153 LOC). Co-authored-by: Cursor <cursoragent@cursor.com>
