Four repo-scoped skills so agent sessions stop re-deriving the workflow from scattered docs: - phpc-setup: host-vs-Docker decision, fresh-clone bootstrap, smoke verification, known traps (tar fallback, in-place doc regen, CI lock) - phpc-verify: the tiered gate ladder with measured wall times and a diff-class -> minimum pre-merge set table - phpc-issue: house issue format, title/category taxonomy, labels - phpc-fix-loop: repro-first inner loop, generated-doc resync table, PR/merge protocol Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
