Problem

./phpc test --fast exits 1 on a fresh clone of master (verified 2026-07-03, host PHP 8.5 and php-compiler:22.04-dev PHP 8.2.31 — deterministic, not host-dependent):

docs/capabilities.md is out of date — run: php script/capability-matrix.php

Two merges changed builtin advertisement after the last matrix sync (0e2e73800, #15576):

Fixes the first-contact capabilities.md drift from #15577/#15591. Note: full ./script/ci-fast.sh may still fail on pre-existing check-selfhost-spine-sidecar-sync drift on master (separate from this issue).

Resolved via the release line: release/v1.1.0-dev (tagged v1.1.0-dev.1) carries the full green state — release-readiness quick gates all pass, AOT hello build+run+VM-parity verified. Master itself needs the #16133 reverts (or forward fixes) to match; the #16072 AOT smoke now guards the gate so the fresh-clone-red class this issue described cannot silently recur.
