The drain loop. Every runnable task starts the moment its dependencies finish, independent branches run concurrently, and the seed's graph is the only schedule. A task whose agent ends without reporting is retried once, then failed.
maxStartsis a runaway backstop, not a tuning knob.runTaskis injected, the tests use a fake.
