Extracts the shared bootstrap, OAuth, project data, flag evaluation, and variant metadata, out of the linear pipeline so both arms can use it. Adds the boolean
wizard-orchestratorflag and theisOrchestratorEnabledpredicate the stack uses to route a run to the experimental task-queue orchestrator. No behavior change with the flag off.
