enqueue_task,complete_task, andread_handoffs, registered into wizard-tools only when a queue context is present. Each task agent gets its own server binding, so attribution of tool calls holds when independent tasks run in parallel. Enqueue validation is structural only. Known type, known dependencies, no literal duplicates.
