Isolate the full passing engine session from sibling test processes - #7606
The full passing-suite child currently competes with up to four other engine child sessions per CPU. Mark ExpectedStateTests.Pass globally NotInParallel so that the broad, thread-heavy run gets the runner to itself. The child keeps its own parallel scheduling, all selected tests, its ten-minute timeout, and the existing eight-minute diagnostic capture.
Related to #7554. This is a contention mitigation; #7554 remains open for root-cause diagnosis and focused regression coverage.
The latest analyzed capture (run 41908125296, source 41903646332) again contains newly started tests and short-lived thread startup/exit activity. The loader-lock owner is only 5.191 seconds old at the eight-minute capture; this does not establish an eight-minute loader deadlock. Earlier #7594 measurements identified the cost of thousands of dedicated-thread hooks, but reducing STA repetitions did not prevent recurrence. This change addresses competition between parent engine invocations rather than changing shipped executor semantics or reducing test coverage.
Validation: Release/net10.0 engine-project build passed (281 existing warnings, zero errors); git diff --check passed. Existing analyzer warnings are tracked in #7410. No Engine.Tests were run locally, as required by the repository. A full AOT workflow is dispatched on this branch to validate the Windows engine session with its normal surrounding workload. The existing ExpectedStateTests.Pass assertion checks completion and TRX output; no assertion or test is skipped.
Hosted validation: AOT run 41908929688 passed all six engine/AOT jobs on Windows, Ubuntu and macOS for head 4393488. Windows engine tests completed with 750 succeeded, 6 platform skips and zero failures (756 total); progress reported ExpectedStateTests.Pass as the sole active test after 685 completed. This supports the intended parent isolation, but one passing run does not establish that the intermittent hang is permanently fixed. Claude and Codex approved this head; the draft was promoted after examining these results. Normal ready-for-review CI and the ready-triggered Claude review remain merge gates.

Explanation
The reviewed change set for this PR touches one file, tests/TUnit.Engine.Tests/ExpectedStateTests.cs. The change adds [NotInParallel] to ExpectedStateTests.Pass and adds comments that explain the link to #7554. The test body, assertions, timeout, and selected tests are unchanged. The change targets the test that the linked issue reports as failing, so it connects to the #7554 objective of isolating the stalled session. The diff gives no evidence of unrelated changes. The assessment covers the reviewed diff for this file. The change-set summary lists no other files.
Full details: Linked Issues check
Explanation
Directly linked issue #7554 has three coding acceptance criteria. (1) Identify the fully qualified stalled tests and the wait or execution path. The PR does not do this. Its description states that the loader-lock owner age does not establish a deadlock and that the cause is not diagnosed. (2) Fix the underlying cause without raising the timeout or skipping tests. The only code change is the whole-test [NotInParallel] attribute on ExpectedStateTests.Pass, with comments (+5/-0 in tests/TUnit.Engine.Tests/ExpectedStateTests.cs at head 4393488). This is a scheduling mitigation for a hypothesized contention cause. The PR states that one passing run does not establish a permanent fix. (3) Add focused regression coverage for the diagnosed cause. No such test is added. The hosted AOT run 41908929688 passed on the head, which is CI validation evidence. It does not satisfy the diagnosis or regression-coverage criteria. The timeout and test selection are unchanged, which is consistent with the constraints.
Resolution
Use the hang diagnostics from the latest capture to identify the fully qualified tests and the wait or execution path that stalls the reflection-mode session. Distinguish a test-body hang from discovery, hook, or scheduling waits. Implement a fix for that diagnosed cause without changing the timeout or skipping tests. Add a focused regression test for that cause. Then validate the full Windows engine session in CI. If the contention isolation is kept, state in the PR that it is a mitigation and keep #7554 open, or link the regression coverage that proves the diagnosed cause.

A rabbit marks one test to run alone, While Windows threads find room to start. The session keeps its stated bounds, And comments chart the scope of care. I hop beside the passing suite, Then nibble logs beneath the moon.
Review: small, targeted change. Adding [NotInParallel] to ExpectedStateTests.Pass is simple, keeps coverage intact, and the comment explains why.
Notes:
[NotInParallel] with no key only serializes against other [NotInParallel] tests, not against all parallel tests. If the contention is with unconstrained sibling engine children, this may not give the runner the sole use of the machine, as the description claims. A [NotInParallel] test runs after the parallel ones finish, which would isolate it. Confirm that scheduling behaviour in the hosted run.
If this proves insufficient, consider bounding the child's own thread-heavy hook concurrency instead of relying on parent-level isolation. That fixes the cause rather than the neighbours.
No correctness or API concerns. Fine to merge once the Windows run is examined.
Assigned #7569: the earlier wait for #7603 run 41900939897 is cleared (success), and #7603 has merged. The current #7569 Windows engine check failed in run 41904387863: ExpectedStateTests.Pass reached the diagnostic deadline without TRX. Followed #7554 and then this candidate fix under their own locks, releasing each prior lock.
Read every conversation comment, REST review, inline comment and GraphQL review thread on #7606. Claude and Codex have positive verdicts on current head 4393488; there are no inline comments or threads. Claude's scheduling question is supported by TestScheduler.ExecuteTestGroupsAsync: parallel/keyed phases drain before the global NotInParallel phase; TestRunner additionally enters NotInParallelLock for runtime exclusion. Greptile also confirms the intended isolation. No code correction is indicated. Hosted observation is still needed to test the contention hypothesis, as the PR description and Claude explicitly require.
Run 41908929688 is queued. Keep this draft until its Windows result is examined; do not infer the hypothesis confirmed from old intermittent passes. No duplicate dispatch or unchanged-head rerun was requested, and no local Engine.Tests ran.
Resolve routes checked: #7194 remains open and #7569 retains Closes #7194; the diagnostic PR does not supersede its generator cleanup. #7603 delivered diagnostics, not the #7554 fix. This PR is the existing candidate for #7554, so no duplicate implementation is needed. No finished parent, stale remaining scope, superseded PR, owner-reserved choice, upstream release or credentials gate applies. The reversible scheduling choice is already implemented and reviewed here; the remaining step is its previously dispatched hosted validation. This is a wait on that run, not a deferral on the completed #7603 run. All held locks are released at unit completion.
Assigned #7583 recheck: the quoted wait for #7606 AOT run 41916932758 is cleared: it completed successfully, including Windows engine tests. Released pr-7583 and acquired pr-7606 to work the blocker. Read every conversation comment, REST review, inline comment and GraphQL review thread. Current head 4393488 has positive Claude and Codex verdicts; no unresolved threads or undispositioned findings remain. CodeRabbit scope and documentation suggestions already have dispositions, and #7554 remains open for root-cause diagnosis.
Verified lock ownership and successfully ran Enable-AutoMerge.ps1: squash auto-merge is armed. The remaining gate is the active macOS job in .NET run 41916932657. No failed current checks were observed. No duplicate dispatch, rerun, local Engine.Tests execution or polling was performed.
Resolve routes checked: #7583 still delivers #7552 and retains Closes #7552; #7606 does not supersede the tuple optimization. The existing reviewed mitigation is the blocker resolution route, so no duplicate implementation is needed. No finished parent, already-implemented closure, stale scope, superseded PR, owner-reserved decision, upstream or credentials gate applies. The separate macOS failure on #7583 remains tracked by #7607 for its later unit. This reports waiting on remaining current CI rather than deferring on the completed AOT run. All held locks are released at unit completion.
Assigned-unit check: current head 4393488 has positive Claude and Codex verdicts, no REST review findings, no inline comments, and no GraphQL review threads. Hosted AOT run 41908929688 is still active: Windows and Ubuntu engine tests and Windows AOT are running; Ubuntu AOT passed; macOS jobs are queued. The PR body and Claude verdict require examining the Windows result before promotion, so this remains draft. No duplicate dispatch, rerun, local Engine.Tests execution, or unrelated work was performed. This is a wait on the existing run, not a deferral; the driver should revisit after run 41908929688 completes.
Assigned #7593: run 41908929688 completed successfully, clearing the quoted wait. Released pr-7593 and acquired pr-7606 to work the existing blocker. The current ready head 4393488 has positive Claude and Codex verdicts; REST reviews, inline comments, conversation comments and GraphQL threads were read. There are no inline comments or threads. Auto-merge is already armed. The ready-triggered Windows engine check passed; remaining normal CI includes AOT run 41916932758.
Disposition of CodeRabbit's linked-issue warning: valid. Removed Closes #7554 from the PR body and explicitly described this as a contention mitigation, retaining #7554 for root-cause diagnosis and focused regression coverage. A passing run does not fulfill those remaining acceptance criteria. Its docstring warning is a non-blocking style suggestion: this change adds a scheduling attribute and explanatory comments to an existing test; it changes no function body or public documentation contract. No extra docstring change is warranted. Claude's scheduling concern is supported by TestScheduler's parallel/keyed phase completion before the global NotInParallel phase and runtime exclusion; the hosted Windows evidence is recorded in the PR body.
Resolve routes checked: #7593's dependency update remains open and is not superseded by this engine scheduling mitigation. #7606 is the existing reviewed candidate, so a duplicate implementation is unwarranted. #7554 still has unfulfilled diagnostic acceptance criteria, so neither already-implemented closure nor finished-parent closure applies. The body now matches the remaining scope. There is no owner-reserved choice, external release or credentials gate. The reversible mitigation is implemented; normal current-head CI is the remaining gate, with no failed checks observed. No duplicate dispatch, rerun, local Engine.Tests execution or CI waiting was performed. This is a wait on the current run, not deferral on the completed run. All held locks are released at unit completion.
Assigned #7569 recheck: the earlier wait for #7606 AOT run 41916932758 is cleared: it completed successfully, including Windows engine tests. Released pr-7569 and acquired pr-7606 to work the blocker. Read conversation comments, REST reviews, inline comments and GraphQL threads: current head 4393488 has positive Claude and Codex verdicts, no unresolved threads, and all findings have dispositions. The body correctly retains #7554 for diagnosis; this is a mitigation, not completion of that issue. CodeRabbit docstring advice remains non-blocking for an attribute/comment-only test change.
Verified ownership and ran Enable-AutoMerge.ps1 successfully. Squash auto-merge remains armed. The remaining gate is macOS CI in .NET run 41916932657, which is in progress; no failed current checks were observed. No duplicate dispatch, rerun, local Engine.Tests execution or polling was performed.
Resolve routes checked: #7569 still delivers #7194 and is not superseded by this test-isolation change. The existing reviewed mitigation is the appropriate blocker route; no duplicate implementation is needed. No finished parent, already-implemented closure, stale remaining scope, superseded PR, owner-reserved decision, upstream or credentials gate applies. The old run is cleared; the new result is waiting on remaining current CI, not a repeated deferral. Locks are released at unit completion.
Review: Small, well-scoped change. Adding [NotInParallel] to ExpectedStateTests.Pass isolates the heavy full-suite child from the other engine children, which matches the diagnosis in #7554. It keeps all coverage and the child's own parallelism and timeout, and the comment explains why.
NotInParallel without a key is global. Every other NotInParallel test in the project will serialize against this one, and the run will wait on it. That fits the intent ("gets the runner to itself"), but it adds wall-clock time to engine CI. A shared constraint key would be a lighter-weight alternative, though it would not give full isolation.
Longer term, the heavy full-suite child could live in its own CI step or project, so it does not depend on scheduling attributes. That is out of scope here.
No correctness, AOT or API concerns. Approving in spirit.
