Fallback to no-emoji boot message when failing to load for some reason #309

Not only on Windows, loading a str value including an emoji may fail for some reason. We'll improve the error handling not to cause the blocking issue for any developers. See also: #170

Hi, I'm also seeing this issue when trying to use this on Ubuntu 18.04, could we get the same fix for Linux?
