Split out of #768 per review. Adds an sbom.yaml workflow that, on pushes to main and version tags, generates a CycloneDX SBOM for each of the four packages from its uv.lock and uploads them to Dependency-Track — same pattern as cpg-flow's workflow, run as a matrix over packages/.
Stacked on #768 since it needs the packages/ layout. It won't pass on main until the DTRACK_API_KEY secret and WIF access for this repo are provisioned.
