fix(web): right panel's content slides on close - #28922
Closing the right panel makes it look empty partway through. The closing edge wipes across the content from the left, so the file list is gone while the panel is still half open.
This came in with #26233, which pinned all of the panel's content to keep the tab bar out from under the title bar buttons. Only the tab bar needed that.
Change
Only the tab bar stays pinned now. Everything below it slides out with the panel again, as it did before #26233, and the tabs still stay clear of the buttons. Opening does the reverse. Maximized panels and the narrow-window sheet are unchanged.
Scope and approval
Small fix for an obvious visual regression from #26233: the panel goes blank while it closes.
Verification
To reproduce: open the Files tab, set panel animations to 300ms and close the panel.
Chromium on macOS at 1280×800 against the dev server: I froze the close at set points and measured it on main and on this branch. 23% of the way through, the panel edge is at 1036px. On main the content is still at 741px, so the edge has wiped over it. Here it's at 1037px, moving with the edge.
The tab bar stays at 741px for the whole close on both, so the tabs never reach the buttons.
Resizing, maximizing, restoring and the narrow-window sheet all keep the tab bar and content in the right place.
vp test run apps/web/src/components/RightPanelTabs.test.tsx (10 passed); web typecheck and lint clean.
Not checked: the Electron window, panel tabs other than Files, and running the narrow layout below 360px, where the content keeps main's right alignment.
Recording: a few opens and closes at regular speed, then one close and open zoomed in at quarter speed.
Pinning all of the panel's content kept its tab bar clear of the title bar
controls, but left the panel looking empty partway through a close, because
the edge wiped away everything on its left side. Only the tab bar stays
pinned now.

Walkthrough
The preview shell changes right alignment for collapsible panels at narrow widths. The right-panel tab bar is conditionally pinned to the panel’s top-right edge, sized from the resizable width, and paired with top-bar-height padding on the surface content.
For collapsible panels, the wrapper uses relative positioning and applies right alignment only at widths of 360px or less.
Conditional tab bar positioning apps/web/src/components/RightPanelTabs.tsx
When the panel is inline, open is defined, and the panel is not maximized, the tab bar is positioned at the top-right and sized to the resizable width minus 1px. The surface-content container receives top-bar-height padding in that state.
Very narrow inline layouts can hide right-side panel controls; this is a bounded visual issue.

Explanation
The title names the change accurately. The PR stops the right panel's content from disappearing during close. The author pinned only the tab bar, and the rest of the content slides with the panel. The title is short, follows the conventional commit format, and matches the main change in the summary and objectives.
Full details: Description check
Explanation
The description covers the problem, the change, scope and approval, and verification. The problem and change sections are clear. The scope section gives a short justification for a small visual regression fix and links the regression to #26233. The verification section gives reproduction steps, measured results, the test command, and what was not checked. It includes a before/after recording. Two items are missing from the template. The scope section does not link a triaged bug issue or a maintainer approval comment. The model and harness line is present. The template asks for a short justification when no prior issue exists, and the author gave one, so the gap is limited. The author should confirm that the 'very small, focused fix of an obvious bug' exemption applies, or link the triaged issue.
