fix(server): idle compaction survives server restarts - #28490
"Compact idle threads: Before the cache expires (beta)" keeps its timers in memory. A server restart during the idle window drops them, and every in-app update restarts the server. The thread then pays the full uncached read this mode is meant to avoid.
Change
On start, IdleCompactionService re-arms threads whose latest run completed in the last hour, the longest prompt cache TTL. Each one goes through the existing compactWhenDue, so eligibility, window math, and the one-compaction-per-run command id don't change. Timers started by live events take priority (onlyIfMissing). The new ProjectionStore.getLatestRunsCompletedSince is a single runs-table read at startup.
Scope and approval
This is a small reliability fix to an existing beta setting, with no new settings and no behavior change beyond keeping the scheduled compaction. The service's doc comment named the gap ("a server restart skips compactions that were still waiting"). The user docs promise compaction before expiry with no restart caveat.
Verification
IdleCompaction.test.ts: a new row with no live completion event, only the startup query. It times out on main and passes here.
ProjectionRecovery.test.ts: a new SQL test checking that only the latest run, only completed runs, and only runs since the cutoff are returned.
vp run check:changed passes.
Runtime: I ran an isolated t3 serve --base-dir <tmp> with idleCompaction: beforeCacheExpires, a Claude Haiku 5.5 thread at 418,124 tokens, and cache expiry at 02:18:48Z. I restarted the server twice during the idle window. The server dispatched /compact at 02:16:48.362Z and the context dropped to 6,086 tokens. A local logging proxy showed the compaction request read 282,238 tokens from cache. The 137,813 uncached tokens are the last tool result, because Claude Code puts the compaction's last breakpoint on the second-to-last message.
Waiting "before the cache expires" compactions lived only in memory, so any
restart in the idle window (an app update, a relaunch) dropped them and the
thread later paid a full uncached read. On start, re-arm threads whose latest
run completed within the last hour, the longest prompt cache lifetime.

Walkthrough
The projection store now identifies each thread’s latest completed run since a cutoff. At startup, IdleCompactionService uses those runs to re-arm compaction timers, including after a restart.
The projection store adds getLatestRunsCompletedSince(since). It returns a thread’s latest run when that run is completed and meets the cutoff, and excludes threads with a newer run. The added test covers the cutoff and run-status cases.
Startup queries completed runs from the past hour and starts compactWhenDue for runs without an existing timer. The idle compaction test covers recovery without a live completion event. The provider-turn-control test double defines the new store method as unused.

Full details: Description check
Explanation
The description follows the repository template. It has Problem, Change, Scope and approval, and Verification sections. The Problem section explains that idle compaction timers are held in memory and lost on restart. The Change section explains the startup re-arming, the reuse of compactWhenDue, the onlyIfMissing priority, and the new ProjectionStore query. The Scope section explains why the change is a small fix to an existing beta setting, and it cites the service's doc comment. The Verification section lists focused tests, the check command, and a runtime transcript, and it states what was not checked. The description does not link a triaged issue or maintainer approval. The template requires that link or an explicit exemption for small fixes, and the author gives an exemption argument. A reviewer should confirm that the exemption applies, because the change adds a new startup query and runs compaction for threads without a live event.

Add a completion-time index for startup recovery.
IdleCompactionService.start re-arms timers during server startup. The existing (status, thread_id) index can narrow the lookup to completed runs, but it cannot seek to the completed_at cutoff. The query may therefore scan historical completed runs before applying the cache-window filter. Add a completion-time index in a new migration and confirm the plan with EXPLAIN QUERY PLAN on a migrated database.
