fix(server): idle compaction re-arms after a server restart - #27926
With idle compaction set to "Before the cache expires (beta)", IdleCompactionService arms its compaction timer only when it sees a live run.updated completed event, and keeps the timer in memory. If the server restarts while a thread waits for its window (installing a desktop update, quitting and reopening), the timer is lost, and nothing re-arms it on startup. The /compact never runs, so the user's next message pays a full uncached read of a large context.
Reproduced on main (be5a887): a fresh server with idleCompaction: "beforeCacheExpires" runs one real Claude turn and is then restarted. After the restart, the idle-compaction worker never looks at the thread again (transcript below).
Change
ProjectionStoreV2.listIdleCompactionCandidates({ completedAfter }) is one read-only query. It returns non-deleted, non-archived threads whose latest run (by ordinal) completed at or after the cutoff.
In IdleCompactionService.start, inside the same forkParked activation gate as the event stream, the worker lists threads whose latest run completed within the longest Claude prompt cache TTL (1 hour). It then runs the existing compactWhenDue for each one. Trial and standby servers in the self-update path never resolve activation, so they neither scan nor dispatch.
Scan entries use FiberMap.run(..., { onlyIfMissing: true }), so they never replace a timer a live completion already armed. A newer live completion still replaces a scan timer, as before.
compactWhenDue is unchanged. It still re-checks the instance, setting, thread state, pending work, token floor and cache expiry before it dispatches. Its deterministic commandId still sends at most one compaction per run.
IdleCompactionService > compacts a thread that went idle before the server restarted (apps/server/src/orchestration-v2/IdleCompaction.test.ts). With no live events, the started service dispatches server:idle-compact:idle-thread:run-1 once the window opens. On main it fails with expected [] to deeply equal [ "server:idle-compact:idle-thread:run-1" ]. It passes here.
ProjectionStoreV2 > lists threads whose latest run completed after the cutoff (ProjectionStore.test.ts): a recent completion is included. An older completion, a completed run followed by a running one, and an archived thread are excluded.
vp test run of IdleCompaction.test.ts and ProjectionStore.test.ts: 58/58 passed. vp run check:changed on the merged head (format, lint, knip, typecheck, 4 test files / 60 tests): all passed.
Query cost: one scan of the runs table, plus indexed lookups for later runs and threads, once per startup. 2 to 15 ms on real-sized databases, and about 180 ms on a synthetic 1M-run database.
Server-only change with no visible surface, so there are no captures. Runtime transcript from a real server restart on each side (fresh T3 home per side, one real claudeAgent turn, then a restart). The turn is below the 200K-token floor, so neither side sends /compact; the transcript shows whether the restarted server looks at the idle thread at all. The unit test above covers the dispatch.

These tests reproduce #27915: with no run.updated event after a restart,
IdleCompactionService never dispatches /compact for a thread whose run
completed before the restart and whose cache window is still open.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Idle compaction timers lived only in memory and were armed only by a live
run.updated, so a restart during the wait dropped every pending compaction.
On start, inside the activation-parked fiber, the service now lists threads
whose latest run completed within Claude's longest prompt cache TTL and
re-arms them through the same per-thread FiberMap. Scan entries use
onlyIfMissing so a timer armed by a newer live event wins.

Macroscope's review found this PR requires human approval — Restores idle-compaction timers after restart while retaining existing eligibility checks. An unresolved review concern about the startup scan/event-stream handoff needs resolution because missed completions can leave compaction unscheduled and cause subsequent uncached-read costs.
You can add or adjust custom eligibility rules. Learn more.
Thanks for the handoff. This PR keeps that overlap: startup candidates are armed with FiberMap.run(..., { onlyIfMissing: true }) (IdleCompactionService.ts), so they never replace a timer a live completion already armed, while a newer live completion still replaces a scan timer. Both orderings were checked in review against a3a331e. The committed tests cover recovery without a live event (red on main) and the candidate query.

Walkthrough
The projection store now lists eligible recent completed runs. At startup, the idle compaction service scans these candidates and re-arms timers for threads without an existing timer. The scan runs alongside the completed-run event stream.
The projection store adds a query for recent completed runs. It excludes deleted or archived threads and runs with a later-ordinal run. The database-backed test checks these filters.
The service scans runs completed within the one-hour TTL and starts a timer when the thread has no existing timer. A test checks that startup recovery dispatches the thread and run command. The test stubs implement the new projection-store method.

Explanation
Issue #27915 requires startup recovery for idle-compaction timers lost during restart. IdleCompactionService.start scans recent candidates inside the forkParked gate and calls the existing compactWhenDue. The scan uses onlyIfMissing: true, so it does not replace a live timer. The current changes also retarget a stale timer to a newer completed latest run. ProjectionStoreV2.listIdleCompactionCandidates bounds candidates to the cache-TTL window and excludes deleted, archived, and superseded runs. compactWhenDue retains the setting, provider, thread-state, pending-work, token-floor, and cache-expiry checks. The restart test and candidate-query test cover the required recovery and filtering behavior. No coding requirement from the directly linked issue remains unmet.
Full details: Out of Scope Changes check
Explanation
The incremental changes since the previous review add unrelated ProjectionStore behavior. Examples include thread.tags-updated handling and tag propagation, side-chat inheritance changes, link-card pending-input behavior, app-owned child-thread listing, and open-question or approval window selection. These changes do not implement startup recovery for idle-compaction timers in #27915. The related filter additions used by compactWhenDue are in scope, but the listed projection and thread-surface changes are not.
Resolution
Remove the unrelated ProjectionStore and thread-surface changes from this pull request, or move them to a separate pull request. Keep only changes required for restart recovery, candidate filtering, timer coexistence, eligibility checks, and their tests.

Retry the startup candidate read before skipping rearm.
If listIdleCompactionCandidates has a transient SQLite read failure, the catch logs the error and ends the only startup scan. A pre-restart completion has no later run.updated event, so it gets no timer and its automatic /compact is skipped. Add a bounded retry to the candidate read, while keeping the existing catch so startup and live events continue.

Close the gap between the scan and event stream.
If a run completes after listIdleCompactionCandidates reads the store but before streamDomainEvents reads its starting sequence, neither path schedules its timer. streamDomainEvents starts after the latest sequence and does not replay that completion. Capture a stream cursor before the scan, then consume events from that cursor so completions during the scan remain visible. (raw.githubusercontent.com)

Bound the startup cutoff query.
The current indexes do not provide a completed_at range scan for listIdleCompactionCandidates. On a large store, startup can inspect historical completed runs before it selects candidates from the cutoff window. Check the SQLite query plan and add a suitable composite or partial index if the plan scans those rows.
