Do not interrupt a run with a pending runtime request.

A queued /goal promotion can reach this branch while a runtime request is pending. The /goal branch runs before waitsOnPendingRequest(projection). For /goal set or /goal resume, it can pass the live target to stopRunForQueuedCommand, which dispatches an interrupt. Interrupt settlement cancels pending requests owned by that run.

This is not separate from dispatchMessage. Its /goal handling can also set goalStopRunId after resolveMessageDispatchIntent changes pending steering to queue_after_active. Apply the pending-request guard to both stop decisions while preserving queue position.

Review comment at @apps/server/src/orchestration-v2/Orchestrator.ts at line
9014:
Guard both `/goal` stop decisions in the queued-command promotion and
`dispatchMessage` paths with `waitsOnPendingRequest(projection)`, so neither
passes a live target to `stopRunForQueuedCommand` nor sets `goalStopRunId` while
a runtime request is pending; preserve the queued command’s position.

When Enter sends, `Cmd+Enter` on macOS or `Ctrl+Enter` on Windows and Linux uses
the opposite action: it steers when your default is Queue and queues when your
default is Steer.
While the agent waits on your answer to a question or an approval, a steer queues
instead, and a queued message you steer moves to the front of the queue, so the
question stays until you answer it.
If your **Send shortcut** requires `Cmd+Enter` or `Ctrl+Enter`, that shortcut uses
your default follow-up behavior; add **Shift** to use the opposite action. This
applies only to multiline messages when you choose the multiline send option.
