fix(server): limited threads auto-resume when allowance returns early - #24511
With auto-resume armed, a thread stopped by a usage limit waits for the reset time saved with the failure, even when a reset credit or provider-side refresh brings the allowance back sooner. In #22307 the reporter redeemed a Claude reset at 11:44 UTC. Their three armed threads stayed stopped until they resumed each by hand; the saved reset was 15:10 UTC.
The recovery sweep only compares the clock with that time. It never reads the usage snapshot T3 already keeps per provider.
Change
The sweep reads the thread's provider usage snapshot, the usageLimits the Usage page shows. If a reading taken after the failure shows every window below 100%, it sends the continuation early.
The continuation carries that reading time as usageLimitClearedAt, and the orchestrator accepts it only when that time is after the failed run ended. Every other guard stays: cancel, stop, archive, settle, snooze, pending requests and the recovery request id.
The candidate query, in SQL and the memory store, also returns armed threads before their reset, still only for threads with a usage-limit failure.
Early delivery gets its own command id, so a rejected early attempt cannot take the receipt the delivery at the reset needs.
The snapshot misses some limits, such as Claude's per-model weekly and gateway limits. A run that fails again before the previous reset gets a recovery marked waitForReset, which resumes only at the reset, so each limit episode gets at most one early resume.
A missing reading, or one at 100%, falls back to the reset time, as do providers with no usage windows. A thread snoozed until the reset stays snoozed until then.
usageLimitClearedAt rides on message.dispatch because the recovery continuation already travels as that command. A client could already send that continuation by hand, and the orchestrator still checks the run, the recovery and waitForReset. Both new contract fields are optional, so older clients ignore them and stored recoveries read as not waiting.
Scope and approval
Fixes#22307, which asks for this and for cancellation and the other guards to keep working. It extends auto-resume from #12686 and adds no setting.
Verification
A new runtimeLayer.test.ts test arms a recovery 3 hours before its reset. A reading from before the failure, or a fresh one at 100%, keeps the thread waiting. A fresh reading at 0% sends a continuation, which the orchestrator starts. That run fails again on the same limit: the new recovery has waitForReset, another all-clear reading sends nothing, and the continuation at the reset still goes out.
On main the test fails because the candidate query hides the armed thread before its reset.
With this change it passes.
Without the sweep's waitForReset check, it fails where a second early continuation goes out. A ProjectionStore.test.ts case runs on both stores: an armed thread loads before its reset and drops out when snoozed or cancelled.
Both changed test files pass (127 tests), as do tsc --noEmit for t3 and @t3tools/contracts and format and lint on the changed files.
In the app
Production builds of main and this branch on web and Linux desktop, plus iOS and Android against the same servers. A scripted codex app-server stand-in starts at 100% of its 5-hour window with one reset credit. Each run hits the limit, clicks Resume at reset, then redeems the credit in Usage, as the reporter did.
On main the thread stays limited with auto-resume armed. On this branch "Continue where you left off." goes out within one sweep of the redeem. With auto-resume cancelled, nothing starts.

A live redemption on a real Claude or Codex account. The app runs used a scripted Codex; the test supplies readings directly.
How soon each provider's snapshot shows a restored allowance. Codex re-reads usage after a redeem; others follow their probe schedule. Antigravity, Grok, OpenCode and Cursor were not exercised.
No test drives the sweep itself; the test calls limitRecoveryCommand directly.
A Claude account whose monthly spend window reads 100% waits for the reset even after its session window clears.
A thread resumed by hand that hits the limit again before the reset also waits for the reset; the server cannot tell it from a failed early resume.
A reset credit or provider refresh can restore an account's allowance
before the reset time recorded with a usage-limit failure. The recovery
sweep only compared against that time, so armed threads kept waiting.
The sweep now reads the thread's provider usage snapshot. A reading taken
after the failure that shows every window below 100% resumes the thread
early. Fixespingdotgg#22307.

…reset
A usage reading can omit the limit that stopped a run, such as Claude's
per-model weekly limit or a gateway limit. The early resume then fails on
the same limit and re-arms, and every fresh reading would send another
continuation until the real reset.
When a run hits the limit again before the previous recovery's reset, the
server marks its recovery waitForReset. That recovery resumes only at the
reset, so each limit episode gets at most one early resume.

The SQL recovery query returns an armed thread before its reset so the
sweep can see an allowance restored early. The memory store still kept
the old reset deadline, so the two stores disagreed. Drop it there too
and cover both stores with one test.
The user guide now says the continuation starts early when usage shows
the allowance back, and waits for the reset after another limit.

Macroscope's review found this PR requires human approval — This PR changes the server’s existing auto-resume workflow so provider usage readings can launch continuations before the scheduled reset, with new state to control subsequent retries. That is a meaningful production behavior and work-scheduling change despite the focused scope and backward-compatible contract fields.

Usage-limit recovery can continue before the scheduled reset when fresh provider usage shows that limits have cleared. A repeated limit failure before that reset marks recovery to wait until the reset time.

Summary
Recovery state and continuation guards packages/contracts/src/orchestrationV2.ts, apps/server/src/orchestration-v2/Orchestrator.ts
Recovery state adds waitForReset, and dispatch commands can carry usageLimitClearedAt. The orchestrator records the wait condition and applies it when evaluating automatic continuation.
Candidate selection and provider usage checks apps/server/src/orchestration-v2/ProjectionStore.ts, apps/server/src/orchestration-v2/UsageLimitRecoveryWorker.ts
Armed candidates can be selected before reset. The worker checks provider usage and creates an early dispatch command only when a fresh reading shows all reported windows below 100% usage and recovery is not marked to wait for reset.
Recovery validation and documentation apps/server/src/orchestration-v2/ProjectionStore.test.ts, apps/server/src/orchestration-v2/runtimeLayer.test.ts, docs/user/thread-sidebar.md
Tests cover early continuation, stale or full-usage readings, and waiting after a repeated limit failure. The documentation describes early continuation and reset waiting.
An armed thread can miss an opportunity to resume early and remain paused until its reset time. This is a bounded race with a reset-time fallback, but the early retry should be fixed before merge if feasible.

Explanation
The changes meet the coding requirements in #22307. ProjectionStore now selects armed usage-limit recoveries before the saved reset for SQL and memory stores, while retaining snooze and usage-limit filters. UsageLimitRecoveryWorker matches the provider snapshot and sends an early continuation only when a post-failure reading has windows and every window is below 100%. Orchestrator validates usageLimitClearedAt against the failed run and retains recovery, archive, settle, stop, snooze, and request guards. waitForReset prevents repeated early resumes after another limit failure. The added runtime and projection-store tests cover stale and exhausted readings, early recovery, repeated failures, cancellation, snoozing, and both stores.

A pending request can appear after candidate selection. The guard then emits a metadata-only event, but the receipt path still accepts the stable :early command ID. The next sweep remains eligible before reset, replays that receipt, and never retries the continuation.
Keep the metadata update, but do not commit an accepted delivery receipt for this guard outcome. Commit the receipt only after the continuation passes the guard. This preserves deduplication for successful early continuations and keeps reset delivery independent.

added coverage through the actual recovery sweep and fixed explicit "resume at reset" recovery surviving a failed early continuation, including a changed reset with global auto-resume off. cancellation, stop, provider/run/request identity, pending-request guards, and snooze behavior remain enforced.

browser evidence uses the real client/server path with a scripted codex peer and matching thread data: main remained limited after allowance restoration; this head delivered and completed the continuation before reset. real exhausted-subscription recovery, native desktop/mobile, and relay/tunnel remain unverified. provider readings can omit a limiting window, so one speculative attempt remains intentional.
known low-priority limit from coderabbit: a pending request appearing after candidate selection can consume the stable early command receipt, so that recovery waits until reset rather than attempting early again. the independent reset delivery remains available. deferred under the requested one-round-plus-follow-up review budget rather than changing shared receipt semantics. coderabbit's latest-head review was rate-limited; its green check is not a fresh review. maria's approval of the scheduling behavior is still required.
