Use the effective adjusted top inset for saved offsets.

The transparent workspace header contributes to UIKit’s adjusted inset. The current handler adds only insets.top, so a short scroll within the header inset can record 0. Returning to the pull-request tab can then restore the list to its top. Use the same effective inset for recording, initial positioning, and restoring offsets.
