[Bug]: Usage limit toast shows the question icon instead of the Limited icon #24253

Steps to reproduce

1. Reach the usage limit in a conversation.
2. Observe the toast notification for that conversation.

Expected behavior

The toast should use the limited status icon, matching the conversation card's orange Limited indicator. A Limited label in the toast would also make the status clear. Example containing limited conversation icon:

Actual behavior

The toast says Usage limit reached but shows the blue question-mark icon used by the Thread has a question toast. This makes the toast's icon inconsistent with the conversation's limited status.
