What this PR does / why we need it:

  • HostedCluster's spec.configuration.authentication.serviceAccountIssuer is accepted today but has no effect: reconciliation always sets the guest Authentication object's serviceAccountIssuer from the HostedCluster's spec.issuerURL.

  • This PR adds HostedCluster CEL validation that rejects new non-empty values for the ignored field and directs users to spec.issuerURL.

  • The existing API documentation already establishes the intended contract:

    • spec.issuerURL is the service-account token issuer and is immutable once set.
    • spec.configuration.authentication.serviceAccountIssuer is ignored in favor
      of spec.issuerURL.
  • This change makes admission behavior match that documented contract. It does not change reconciliation: spec.issuerURL remains the sole effective source of the issuer.

Before / after

Before:

  • A user could set spec.configuration.authentication.serviceAccountIssuer.
  • The value was silently ignored and overwritten during reconciliation withspec.issuerURL.

After:

  • Creating a HostedCluster with a non-empty ignored field is rejected.
  • Updating a HostedCluster to introduce or replace a non-empty ignored value is rejected.
  • Omitting the field or setting it to "" remains valid.
  • The admission error explicitly directs users to spec.issuerURL.

Why validate on HostedClusterSpec.Configuration

  • ClusterConfiguration is a shared Go type used by both HostedCluster and the internal HostedControlPlane CRDs. Adding the marker to ClusterConfiguration.Authentication would generate the same CEL validation on both CRDs.

  • That is unsafe for legacy HostedClusters:

    • the HostedCluster controller copies its configuration into the HostedControlPlane.
    • If a legacy HostedCluster has a non-empty ignored value and its HostedControlPlane must be created or recreated after this CRD is installed, the new HostedControlPlane has no prior object (oldSelf) to ratchet against and its create would be rejected.
  • Placing the marker on HostedClusterSpec.Configuration limits validation to the user-facing API while leaving the shared type and HostedControlPlane CRD unconstrained.

  • This preserves normal HostedControlPlane reconciliation and recreation for legacy clusters.

    Ratcheting behavior

    The CEL rule uses optionalOldSelf=true:

    • On create, there is no oldSelf, so non-empty values are rejected.
    • On update, a pre-existing non-empty value may remain unchanged, allowing
      unrelated HostedCluster updates.
    • Changing a legacy non-empty value to a different non-empty value is rejected.
    • Clearing a legacy value to "" is allowed.
  • This deliberately preserves compatibility for existing objects while preventing further use of a field that is ignored by reconciliation. It relies on Kubernetes CRD validation ratcheting support, which is available on the supported management-cluster Kubernetes versions.

    Tests

    Added envtest coverage for:

    • create with non-empty, empty, and omitted values;
    • update from empty to non-empty;
    • ratcheted unrelated updates to legacy non-empty values;
    • rejection when a legacy non-empty value changes; and
    • clearing a legacy value.

Which issue(s) this PR fixes:

Fixes: CNTRLPLANE-3847

Special notes for your reviewer:

  • docs/content/reference/api.md includes the generated documentation for this validation. It also normalizes 60 pre-existing trailing spaces in that file, applied by the repository whitespace hook. Those whitespace-only changes do not affect rendered documentation or API behavior.

Checklist:

  • Subject and description added to both, commit and PR.
  • Relevant issues have been referenced.
  • This change includes docs.
  • This change includes env-tests

Summary by CodeRabbit

  • Bug Fixes
    • Hosted cluster configuration now rejects changes to a nonempty service account issuer value when it differs from the previously stored value. Empty values and values unchanged from the previous configuration remain allowed. Use the supported issuer setting, spec.issuerURL, to configure the issuer.

📝 Walkthrough

Walkthrough

A CEL validation rule on HostedClusterSpec.Configuration rejects a non-empty authentication.serviceAccountIssuer value when it differs from the previous value. The error directs users to set spec.issuerURL and leave serviceAccountIssuer unset.

Stable since Kubernetes v1.33 ... in Kubernetes, and has been since version ... 33. It was first available in ... v1.28 ... If you are using a version of Kubernetes older than v1.30, you need to explicitly enable the `CRDValidationRatcheting` feature gate to use this behavior, which then applies to all CustomResourceDefinitions in your cluster. ... Provided you enabled the feature gate, Kubernetes implements validation ratcheting for CustomResourceDefinitions. The API server is willing to accept updates to resources that are not valid after the update, provided that each part of the resource that failed to validate was not changed by the update operation. In other words, any invalid part of the resource that remains invalid must have already been wrong. You cannot use this mechanism to update a valid resource so that it becomes invalid. ... This feature allows authors of CRDs to confidently add new validations to the OpenAPIV3 schema under certain conditions. Users can update to the new schema safely without bumping the version of the object or breaking workflows. ... While most validations placed in the OpenAPIV3 schema of a CRD support ratcheting, there are a few exceptions. The following OpenAPIV3 schema validations are not supported by ratcheting under the implementation in Kubernetes 1.37 and if violated will continue to throw an error as normally: ... - Quantors - `allOf` - `oneOf` - `anyOf` - `not` - any validations in a descendent of one of these fields - `x-kubernetes-validations` For Kubernetes 1.28, CRD validation rules are ignored by ratcheting. Starting with Alpha 2 in Kubernetes 1.29, `x-kubernetes-validations` are ratcheted only if they do not refer to `oldSelf`. ... Transition Rules are never ratcheted: only errors raised by rules that do not use `oldSelf` will be automatically ratcheted if their values are unchanged. ... To write custom ratcheting logic for CEL expressions, check out optionalOldSelf. ... - `metadata` Errors that come from Kubernetes&`#39`; built-in validation of an object&`#39`;s `metadata` are not ratcheted (such as object name, or characters in a label value). If you specify your ... additional rules for the metadata of a custom resource, ... validation will be ratcheted. ... Feature state: Stable since Kubernetes v1.29 ... Validation rules use the Common Expression Language ( ... ) to validate custom resource values. Feature state: Stable since Kubernetes v1.33; enabled by default ... This is a stable feature in Kubernetes, and has been since version 1.33. It was first available in the v1.28 release. ... If your cluster does not have CRD validation ratcheting enabled, the CustomResourceDefinition API doesn&`#39`;t include this field, and trying to set it may result in an error. ... Require Kubernetes v1.29+ with CRD validation ratcheting enabled.

optionalOldSelf was introduced in Kubernetes v1.29, not v1.28. The field is controlled by the CRDValidationRatcheting feature gate, which was not enabled by default until v1.30. An older API server, or a server with the gate disabled, may drop or reject the field. This rule then cannot use oldSelf.hasValue() and oldSelf.value() as intended.

Define and enforce the Kubernetes v1.29+ and feature-gate requirements for supported management clusters, or use validation supported by the declared minimum.

@muraee, thanks for clarifying the Kubernetes v1.27 requirement. The optionalOldSelf rule cannot provide this validation on a v1.27 management cluster. An admission webhook can compare the old and new serviceAccountIssuer values while allowing unchanged legacy values. This finding remains open until the validation supports v1.27.

@coderabbitai : It appears that the optionalOldSelf was added in Kubernetes 1.29 (API source) and requires the CRDValidationRatcheting feature gate; that gate is enabled by default starting in 1.30. This makes the proposed CEL expression incompatible on 1.27 management clusters.

@rutvik23, correct. optionalOldSelf requires Kubernetes v1.29+ with CRDValidationRatcheting enabled. The gate is enabled by default from v1.30. The proposed rule is therefore incompatible with v1.27 management clusters.

The remaining question is whether v1.27 management clusters must consume the CRD shipped by this branch or its intended backports. Shipping a new CRD does not upgrade the management cluster’s API server.

If the supported minimum is OCP 4.18 / Kubernetes v1.31, as you cited, and the gate remains enabled, this compatibility concern does not apply. The thread remains open pending clarification of that support requirement.

@JoelSpeed what do you think about this? I couldn't see a way to enable 1.27 management clusters with this specific ratcheting rule as its incompatible with 1.27 API spec.

That ship has long sailed. We broke compatibility below 1.29 a long time back. If you check the tests on this PR, we test compatibility with 1.30 and up

Those are internal details and don't belong to the user facing API doc

configuration.authentication.serviceAccountIssuer is ignored because
reconciliation always uses spec.issuerURL. Reject new non-empty values to
prevent configuration that appears effective but is not.

Place the CEL rule on HostedClusterSpec.Configuration rather than shared
ClusterConfiguration, so the internal HostedControlPlane CRD is unaffected.
Ratchet legacy values to allow unrelated updates while rejecting changes.

Do you need to manually ratchet this? CEL rules have been ratcheting for some time, pretty sure that came in in 1.29 which is earlier than our lowest supported version

You can test that with the integration tests
