What this PR does / why we need it:

Draft design proposal, not ready to merge or deploy. This extracts the remaining resource-policy work from performance-sizing experiments into one cohesive feature, independent of Minimal zonal scheduling and PRs #9626, #9627, #9628, #9629. It does not include the availability-prober fix.

Allow a ClusterSizingConfiguration size class to specify default and per-container CPU/memory requests, calculated memory limits, CPU limits, and Go runtime settings. This is a mechanism for explicit budgets, not measured production sizing recommendations or a change to baked-in resource baselines.

Three signed-off, GPG-signed commits organize the proposal:

  1. API contract, annotation constant, generated CRD/vendor/apply clients, serialization tests, and admission tests.
  2. Component-framework validation/projection, precedence, removal behavior, and tests.
  3. Scheduler publication, HC-to-HCP transport, startup bootstrap, and etcd-recovery handling/tests.

Proposed Behavior

  • Policy is optional under spec.sizes[].effects.containerResourcePolicy. The framework is inert when the transport annotation is absent; baseline component fixtures remain unchanged.
  • Explicit default requests cover unmatched regular and init containers. Overrides match exact workload/container names, including injected sidecars.
  • Choose exactly one memory limit mode: multiplier, or percentage rounded upward to whole MiB.
  • cpuLimitPolicy is None (also the omitted behavior) or EqualsRequest. The experimental boolean was replaced with this enum to meet API lint conventions; no compatibility for an unshipped boolean API was added.
  • GOMEMLIMIT derives from the memory request; a per-container zero removes the managed environment variable. Optional GOMAXPROCS overrides preserve manifest/runtime defaults when omitted.
  • Projection follows manifest adaptation, sidecar injection, and legacy resource overrides. Policy takes precedence. Removal restores generated CPU/memory values plus remaining legacy overrides, not a snapshot of previous manual tuning; other resources are preserved.
  • HO attempts to publish initial policy before workload creation, then delegates subsequent policy publication to the scheduler. Etcd-recovery jobs receive policy at creation; changed policy on unfinished immutable jobs reports manual intervention rather than deleting them.
  • This applies to workloads reconciled through the shared framework plus the explicit recovery-job integration, not automatically to operands created by downstream operators.

Merge Blockers / Design Questions

  • CRD installation currently fails on Kubernetes 1.31.0. Actual envtest found quantity CEL rules exceed per-rule and aggregate estimated cost budgets. The CRD installs and all 28 admission cases pass on Kubernetes 1.36.0. Optional policy omission does not avoid this install-time failure. Do not deploy these manifests to older management clusters as-is.
  • Bootstrap ownership is incomplete. It does not yet respect sizing enablement and scheduler topology eligibility consistently. It can wait for a validator that is not running or publish policy without a subsequent owner. Missing configuration or removal of the last policy leaves stale startup annotations. Valid-condition observed generation is not checked.
  • Rollout scope is too broad. Every projected pod template carries a hash of the whole policy. An unrelated override edit or list reordering can roll all policy-managed workloads, including API-serving components. Same-size policy edits are not protected by size-transition concurrency/delay controls. Decide effective-workload hashing and fleet-wide rollout throttling.
  • Admission/runtime validation differ. Positive quantities can still overflow derived memory limits; runtime rejects some admitted policies. Complete admission bounds and update/ratcheting coverage, including the new maximum of 64 size classes.
  • Feature contract/gating remains open. The API calls the field experimental, but this is not a registered feature gate. Agree on exposure, ownership, and support policy before shipping.
  • HO/CPO delivery differs. A new HO can consume policy while an older payload CPO ignores it. Define and test activation, mixed-version behavior, rollback, and removal. This feature does not require or justify arbitrary custom-CPO/old-payload skew.
  • Recovery/workload lifecycle needs more proof. The whole-policy hash can report recovery drift even for unrelated changes. Resolve immutable-job behavior and add real API-defaulting, StatefulSet/Job, and first-workload lifecycle coverage.
  • Admission tests are not in the standard matrix yet. The new envtest-tagged test is under scheduler/util; standard targets run test/envtest. Integrate it into the supported Kubernetes/OpenShift matrix before merge.

Which issue(s) this PR fixes:

No Jira issue associated yet. Requesting feature/API design feedback rather than claiming an existing production bug is fixed.

Special notes for your reviewer:

This work was extracted onto upstream/main without altering the original experimental worktree. No baseline CPU/memory changes, availability probes, TLS/payload compatibility workarounds, or zonal feature-gate overrides are included.

Enabling, editing, or removing policy changes management-side workload pod templates and can cause broad control-plane rollouts. No direct NodePool config-hash input was introduced in this scope. Full mixed-version, capacity, upgrade, recovery, and rollout validation is still required. Do not infer production safety from unit tests or lint.

Validation

Passed:

  • make update followed by make deps to synchronize generated API deepcopy code into vendor.
  • make api-lint and make lint: zero issues after fixing API enum, import formatting, complexity, and pause-error handling.
  • API module: go test -race -count=1 ./scheduling/v1alpha1 ./hypershift/v1beta1.
  • Main module: go test -race -count=1 ./support/controlplane-component ./hypershift-operator/controllers/hostedcluster ./hypershift-operator/controllers/scheduler/util.
  • Full baseline fixtures: go test -race -count=1 ./control-plane-operator/controllers/hostedcontrolplane -run "^TestControlPlaneComponents$", without UPDATE or filters; no fixture changes needed.
  • Generated client/CRD packages compiled; targeted API vet passed.
  • go test -tags envtest -race -count=1 -run "^TestContainerResourcePolicyValidation$" ./hypershift-operator/controllers/scheduler/util with vanilla Kubernetes 1.36.0 assets: all 28 cases passed.
  • make run-gitlint, git diff --check, and GPG verification of all three commits.

Failed:

  • The same admission command with vanilla Kubernetes 1.31.0 assets: CRD installation rejected for CEL estimated cost. This is a known merge blocker, not an environment-only failure.

Not completed: full make pre-commit, full Kubernetes/OpenShift admission matrix, live-cluster tests, performance benchmarks, and mixed-HO/CPO upgrade/rollback validation.

Checklist:

  • Subject and description added to both, commit and PR.
  • Relevant issues have been referenced.
  • This change includes user-facing docs and approved design/support guidance.
  • This change includes unit tests.
  • All supported admission versions pass.
  • Feature ownership and rollout blockers resolved.

Summary by CodeRabbit

  • New Features

    • Added configurable container resource policies for control plane workloads.
    • Supports default and per-container CPU/memory requests, memory limits, CPU limit behavior, Go memory settings, and GOMAXPROCS.
    • Policies are automatically selected, validated, propagated, and applied to workload templates.
    • Etcd recovery resources now honor configured policies and detect policy changes during recovery.
  • Bug Fixes

    • Preserves custom resources when policies change or are removed.
    • Prevents workloads from being updated when resource policies are invalid or inconsistent.

Add an optional experimental policy for default and per-container CPU/memory requests,
memory limit calculation, CPU limit policy, and Go runtime settings.
Include annotation transport, generated API artifacts, serialization coverage, and admission tests.

This is a design proposal, not ready for deployment. Kubernetes 1.31 rejects the CRD
because quantity CEL rules exceed its cost budget; Kubernetes 1.36 admission tests pass.
Feature gating, admission bounds, and standard envtest matrix integration remain open.

Validate and project configured requests, limits, and Go runtime settings onto regular
and init containers after manifest adaptation, sidecar injection, and legacy overrides.
Restore generated CPU/memory defaults when policy is removed while preserving other resources.

Keep whole-policy hashing for review in this proposal. Unrelated override edits can roll
all projected workloads; effective-workload hashing and rollout controls remain unresolved.

… policies

Publish size-class policy to HostedCluster annotations, mirror it to HostedControlPlane,
and bootstrap policy before initial operator workloads. Apply policy to etcd recovery jobs
and report immutable policy drift without deleting an unfinished recovery job.

This draft retains unresolved bootstrap ownership, stale-condition, and cleanup behavior.
Sizing enablement/topology boundaries, mixed HO/CPO delivery, and recovery lifecycle safety
must be resolved before the feature is enabled in production.

📝 Walkthrough

Walkthrough

The change adds an experimental container resource policy to cluster sizing configuration. The scheduler publishes the policy through HostedCluster annotations, and HostedCluster mirrors it to HostedControlPlane. The control-plane component validates and applies requests, limits, Go runtime settings, and policy hashes to workloads. Resource restoration preserves custom resources when policies change or are removed. Etcd recovery applies the policy and rejects unfinished jobs when the policy hash changes. Tests cover serialization, validation, publication, application, restoration, and recovery.

Explanation

A new subtest title is built from test data at support/controlplane-component/container-resource-policy_test.go:80: t.Run("When 110 percent is requested for "+tt.memory+", ..."). The title changes with each tt.memory value and changes when the table inputs change. This violates the requirement that dynamic values stay in test bodies and that test titles remain stable.

Kubernetes 1.31 CRD CEL cost limit quantity isQuantity quantity isGreaterThan estimated cost validation

💡 Result:

<search_synthesis>
In Kubernetes 1.31 and later, Common Expression Language (CEL) validation rules are constrained by both a runtime cost budget and an estimated cost limit to ensure API server stability [1][2]. Cost Limits and Validation 1. Runtime Cost Budget: CEL expressions are tracked by a cost unit counter during evaluation [1][2]. If an expression or a set of rules (e.g., all validation rules for a CRD) exceeds the allocated cost budget, the evaluation is halted, and an error is returned [1][2]. 2. Estimated Cost Limits: To prevent computationally prohibitive rules from being written to the API, the API server calculates a worst-case estimated cost for CEL expressions [1][2]. If this estimate exceeds a predefined threshold, the CRD update or creation is rejected at write time [3][2]. Quantity CEL Cost Issues You may encounter "estimated rule cost exceeds budget" errors when using CEL functions like quantity or isGreaterThan on fields defined as x-kubernetes-int-or-string [4][5]. This occurs because: - Unbounded Strings: By default, strings (including int-or-string types) are treated as unbounded in CEL cost estimation, resulting in high cost estimates that trigger rejection [4][5]. - Optimization: To resolve this, you must explicitly provide constraints, such as maxLength, on the field in your CRD schema [3][6][5]. - Cost Estimation Gaps: In older configurations, the API server's cost estimator may not correctly observe constraints nested within allOf, or may improperly handle x-kubernetes-int-or-string types even when a maxLength is set [5][7]. Updates in recent Kubernetes versions have improved this estimation logic to better account for these constraints, preventing unnecessary rejections [5][7]. Recommended Best Practices - Specify Constraints: Always define maxLength (for strings), maxItems (for arrays), and maxProperties (for maps) in your CRD schema to help the CEL cost estimator produce accurate, lower cost estimates [3][6][5]. - Format: Use the native format: quantity where possible, as recent Kubernetes enhancements have improved the mapping of these fields to the CEL Quantity type, leading to better validation support and more accurate cost estimation [8]. - Simplify Rules: If your rule is consistently rejected, try breaking complex logic into smaller, simpler expressions [3][6]. If you are encountering specific rejections, ensure your field schema explicitly includes tight constraints (e.g., maxLength: 20) and verify that you are not relying on configurations where constraints are only visible inside allOf blocks, which may have been miscalculated in older minor versions [6][5][7].

If an expression is analyzed and has a cost greater than a predefined limit, it will not be allowed. If an expression is rejected for this reason, the error message will include how much the limit was exceeded. ... A major problem with the cost system is assigning the cost of list iteration. The cost of a CEL expression is computed statically without any knowledge about the data that will be validated. Only the CEL expression is available when computing cost. This means that the sizes of variable length data types (lists, maps, sets, strings, byte arrays) are entirely unknown. This limits our options for computing the cost of CEL expressions that iterate across these list types. Setting high costs for iteration is a major problem because, in practice, lists are short. For example, a pod has a list of containers, but the list is usually quite short. ... There are a ... - We require CRD authors to provide `maxLength` on all variable length data types that they iterate across in CEL expressions so we know exactly how to compute cost - We do not attempt to statically compute a cost and instead rely entirely on time based limits - We prove that, in practice, the cost limits can be found that are operationally safe while still not being overly restrictive ... We have explored the cost system and realized (thanks `@liggitt`!) that O(n) iteration is bounded by custom resource size limits (specifically the 3MB request limit) and we can use this to establish more manageable worst case sizes. ... If a list contains small elements (e.g. a `0` stored in JSON) then the worst case list size can be 3MB/2bytes=~1572k elements, but as the element size grows, the worst case list size quickly becomes manageable. I was working with someone on a field like: ``` // request is the minimum amount of the resource required (e.g. "2Mi", "1Gi"). // This field is optional. // When limit is specified, request cannot be greater than limit. // +optional Request resource.Quantity `json:"request, omitempty"` ``` We then started adding some CEL rules, for example, ``` // +kubebuilder:validation:XValidation:rule="isQuantity(self) && quantity(self).isGreaterThan(quantity(&`#39`;0&`#39`;))",message="request must be a positive, non-zero quantity" ``` The API server started to complain of high validation costs. Typically this is because the unbounded string length results in a high `MaxElements` in the cost estimates. The usual fix would be to add a maximum length, for example: ``` // +kubebuilder:validation:MaxLength=20 ``` But this doesn&`#39`;t work initially because of the way controller-gen is applying different parts of the schema, adding ``` // +kubebuilder:validation:XIntOrString ``` Allows it to produce the following schema: ``` request: anyOf: - type: integer - type: string description: |- request is the minimum amount of the resource required (e.g. "2Mi", "1Gi"). This field is optional. When limit is specified, request cannot be greater than limit. maxLength: 20 // This is the only part we&`#39`;ve added on top of the default schema that controller tools produced pattern: ^(\+|-)?(([0-9]+(\.[0-9]*)?)|(\.[0-9]+))(([KMGTPE]i)|[numkMGTPE]|([eE](\+|-)?(([0-9]+(\.[0-9]*)?)|(\.[0-9]+))))?$ x-kubernetes-int-or-string: true x-kubernetes-validations: - message: request must be a non-negative quantity rule: isQuantity(self) && quantity(self).isGreaterThan(quantity(&`#39`;0&`#39`;)) ``` We then noticed that the cost estimates were still particularly high. It turns out, that the logic handling any `XIntOrString` field isn&`#39`;t correctly observing the `MaxLength`. As far as I can tell, the above is a valid schema and the API server appears to accept this schema, and enforce the maximum string length (note int64 has a maximum length of 19 so the integer max length should be covered by this case too, though CELs cost estimates for integers doesn&`#39`;t set a max elements AFAICT) This PR updates the logic to take into account the max length and resolves our issue. #### Which issue(s) this PR is related to: (issue in a different repository) KEP: https://github.com/kubernetes/enhancements/issues/ If there is no associated issue, then write "N/A". --> #### Special notes for your reviewer: #### Does this PR introduce a user-facing change? ```release-note Fix runtime cost estimation for x-int-or-string custom resource schemas with maximum lengths ``` #### Additional documentation e.g., KEPs (Kubernetes Enhancement Proposals), usage docs, etc.: - [Usage]: - [Other doc]: --> ```docs ``` ... > Thanks for the fix! Kubernetes issue 132370 quantity self maxLength fixed version 1.31 CRD estimated cost exceeds budget

💡 Result:

<search_synthesis>
Kubernetes issue 132370 addresses a performance limitation where the quantity() CEL function in CustomResourceDefinitions (CRDs) incurs an excessively high cost, often causing validation rules to exceed the CEL cost budget [1][2][3]. The core of the problem is that resource.Quantity is modeled as an int-or-string in CRDs, which does not natively support a maxLength constraint for its string representation [1]. Consequently, the CEL engine treats these strings as unbounded, leading to high cost estimations during validation [1]. Key points regarding this issue include: - Technical Impact: The high cost of quantity() prevents the use of complex validation rules, particularly when they involve lists or arrays (e.g., maxItems constraints) [1][2]. - Status and Fixes: As of mid-2026, there is no single "fixed version" that resolves this universally by simply changing a setting. Community-identified strategies to mitigate the issue include: - Reducing the cost of quantity() operations by avoiding them in overly complex rules [2][4]. - Replacing quantity(string(self)) rules with simplified, alternative logic that avoids full quantity parsing during validation [3][5]. - Implementing custom struct representations or Go-side validation as a workaround when CEL budget constraints cannot be met [1][2]. - Future Direction: Development efforts such as Pull Request 131972 have been discussed to add a native quantity format to CRDs, which would allow for better declarative validation and potentially lower the CEL overhead for these types [6]. If you are encountering this while developing CRDs, it is recommended to move complex quantity validation to your controller logic (in Go) rather than relying on CEL, or to simplify the CEL rules to avoid triggering the high cost calculation [2][3]. The phrase "estimated cost exceeds budget" is a common error message generated by the Kubernetes API server when a CEL rule's estimated execution complexity surpasses the allocated limit, often triggered by this exact issue [1][2].

Use a Kubernetes 1.31-compatible CEL validation for resource.Quantity.

The ContainerRequests.CPU and Memory markers generate isQuantity(self) && quantity(self).isGreaterThan(quantity('0')). Kubernetes 1.31 does not correctly apply the generated maxLength: 64 to this x-kubernetes-int-or-string representation. The rules under containers[].requests are also multiplied by containers.maxItems: 256, so the estimated CEL cost exceeds the CRD budget.

The generated ClusterSizingConfiguration CRD is included in the install assets. hypershift install dry-run validates and then applies it. A normal installation or upgrade on Kubernetes 1.31 can therefore reject the CRD before it is installed or updated. Replace these markers with a lower-cost, Kubernetes 1.31-compatible validation or schema representation, then regenerate the CRD.
